For the five forest system types (Lowland, Heath, Freshwater Swamp, Peat Swamp and<br />

Karst) we weighted Roads and Settlements higher than the other threat factors because these<br />

seem to <strong>in</strong>fluence on a much more immediate term, the <strong>in</strong>tegrity <strong>of</strong> these timber-productive<br />

conservation targets. Settlements, and all they br<strong>in</strong>g with them, <strong>in</strong>clud<strong>in</strong>g roads and fire and<br />

poachers and woodcutters, are one <strong>of</strong> the killer threats that are extremely difficult to tease out<br />

the <strong>in</strong>tertw<strong>in</strong>ed and synergistic impacts to conservation <strong>in</strong>tegrity <strong>of</strong> our targets and sites.<br />

For the Cloud Forest and Montane Forests (both Lower and Upper Montane), the primary<br />

threat is the presence <strong>of</strong> settlements, s<strong>in</strong>ce technically it is illegal to perform any timber<br />

harvest<strong>in</strong>g at these upper watershed areas due to slope and soil stability concerns. Roads and<br />

Rivers come <strong>in</strong> a close second due to their role as access po<strong>in</strong>ts for poachers, fire sources and<br />

woodcutters <strong>in</strong>trud<strong>in</strong>g <strong>in</strong>to these ecologically important prist<strong>in</strong>e forests.<br />

For Mangrove Forests, typically located on river deltas and coastal areas, the killer threat is<br />

conversion for tambak creation. While it is recognized that woodcutt<strong>in</strong>g <strong>of</strong> this forest type is<br />

a serious ongo<strong>in</strong>g concern, it pales by comparison to wholesale removal <strong>of</strong> the community<br />

from the landscape for these agricultural <strong>in</strong>terests.<br />

And f<strong>in</strong>ally, for the Rivers and Offshore Coral Reef systems (the latter considered late <strong>in</strong> this<br />

process), aga<strong>in</strong>, the presence <strong>of</strong> settlements on or adjacent to the conservation target is the<br />

pr<strong>in</strong>ciple threat to ma<strong>in</strong>tenance <strong>of</strong> ecological <strong>in</strong>tegrity. Roads are second <strong>in</strong> terms <strong>of</strong> hav<strong>in</strong>g a<br />

direct impact to this target – although they are directly related to and embedded with<strong>in</strong> the<br />

settlements issue as well.<br />
