Summary providing major conclusions; a Purpose section; a section on<br />
alternatives, including the proposed action (i.e., the Project as designed); a<br />
section on the envlrow.ent likely to be affected; a section discussing<br />
reasonably forseeable Project impacts; a section on monitoring; a section on<br />
ritigation altern3Livcs; and a conclusions section.<br />
Specific to the issue of pesticide usage, the Environmental Assessment will<br />
review the pesticide management capabilities of national and regional<br />
institutions; assess their reach in light of the demand for services; and<br />
recommend the best and most appropriate mechanisms to ensure that a Project<br />
referral system for growers/exporters with pesticide problems is established<br />
and operates smoothly during implementation.<br />

Specific to the issue of light industrial pollution and waste disposal, the<br />
nature of impact will also be highly case-specific--depending on the type,<br />
size and nature of the industrial activity, and upon the nature of the<br />
technical assistance provided thereto. The EA will therefore concentrate on<br />
(1) identifying reasonably forseeable types of impacts that may occur as a<br />
result of Project-specific provision of technical assistance (especially to<br />
manufacturing and processing activities); and (2) on recommending appropriate<br />
mechanisms to address case-by-case conflicts as they arise during<br />
implementation.<br />
In the case of all three issues scoped for this Environmental Assessment,<br />
mitigation measures will focus on use of technical assistance, training and/or<br />
commodities provided through: (1) A.I.D. regional projects and regionally<br />
supported institutions; (2) A.I.D. bilateral projects and bilaterally<br />
supported Institutions; (3) private sector consulting groups; and (4) national<br />
public sector institutions. The MXITOS Project may, nonetheless, fund<br />
specialized short-term technical assistance as needed on a case-by-case basis.<br />
4.0 TEAM COMPOSITION<br />
The RA team will consist of two specialists. Dr. Kario Contreras, with<br />
experience in agricultural diversification, agricultural research and<br />
technology transfer, will serve as the Pest Management Specialist/Team<br />
