Facilitators’ notes<br />

! If you identified common verbs <strong>in</strong> the case studies <strong>in</strong> activity 1.1A, use these as guides for<br />

a def<strong>in</strong>ition.<br />

! <strong>Advocacy</strong> is a difficult concept to def<strong>in</strong>e, therefore the participants may not be able to<br />

reach agreement. If this is likely, it may be helpful to beg<strong>in</strong> by us<strong>in</strong>g an exist<strong>in</strong>g def<strong>in</strong>ition<br />

(for example, the one developed <strong>in</strong> Zimbabwe, see below), and ask<strong>in</strong>g the participants to<br />

discuss and adapt it.<br />

! If time is runn<strong>in</strong>g out and participants have not reached agreement on a work<strong>in</strong>g def<strong>in</strong>ition,<br />

consider select<strong>in</strong>g a small group of able and articulate participants to work on a def<strong>in</strong>ition.<br />

Ask them to work after the session to draft a def<strong>in</strong>ition, to present to the rest of the group<br />

for comment and approval on the follow<strong>in</strong>g day.<br />

! Try to make sure that the advocacy def<strong>in</strong>ition <strong>in</strong>cludes ‘what’ advocacy is and also ‘who’<br />

it is aimed at. This should help avoid any confusion between advocacy and IEC,<br />

counsell<strong>in</strong>g, awareness-rais<strong>in</strong>g, network<strong>in</strong>g, community mobilisation, etc.<br />

! Br<strong>in</strong>g out the three levels of advocacy: local, national and <strong>in</strong>ternational. If all the participants<br />

work at one of the ma<strong>in</strong> levels, for example, at local level, it may be appropriate to create<br />

sub-levels.<br />

! Acknowledge that there are other good def<strong>in</strong>itions for advocacy and discuss these<br />

where appropriate.<br />

! <strong>Advocacy</strong> overlaps with many other k<strong>in</strong>ds of HIV/<strong>AIDS</strong> work, i.e., education, external<br />

relations, etc. This means that many of the skills necessary to carry out advocacy work<br />

already exist <strong>in</strong> many organisations and <strong>in</strong>deed many undertake advocacy work without<br />

ever call<strong>in</strong>g it advocacy.<br />

! Make sure that there is awareness that advocacy around policies does not only <strong>in</strong>clude<br />

chang<strong>in</strong>g or creat<strong>in</strong>g policies – advocacy can also be about putt<strong>in</strong>g policies <strong>in</strong>to<br />

practice (implementation).<br />

! <strong>Advocacy</strong> can <strong>in</strong>volve many specific, short-term activities which together comb<strong>in</strong>e to reach<br />

a long-term vision of change.<br />

Section 1.1B Develop<strong>in</strong>g a work<strong>in</strong>g def<strong>in</strong>ition of advocacy<br />

Example of Activity 1.1B: By local NGOs/CBOs based <strong>in</strong> India<br />

Facilitators hold<strong>in</strong>g up the participants’ draft of a work<strong>in</strong>g def<strong>in</strong>ition for<br />

advocacy for debate. The def<strong>in</strong>ition reads: ‘<strong>Advocacy</strong> is an ongo<strong>in</strong>g<br />

process aim<strong>in</strong>g at change of attitudes, actions, policies and laws by<br />

<strong>in</strong>fluenc<strong>in</strong>g the people with power, systems and structures at different<br />

levels for the betterment of those affected by the issues’.<br />
