What were the results of your advocacy?<br />
• Significant <strong>in</strong>creases <strong>in</strong> people access<strong>in</strong>g and complet<strong>in</strong>g treatment.<br />
• Significant <strong>in</strong>creases <strong>in</strong> women access<strong>in</strong>g services.<br />
• Marked improvements <strong>in</strong> privacy, confidentiality and sensitive treatment of patients.<br />
• Non-judgmental treatment for PLWHAs, female sex workers and gay/bisexual men.<br />
• Widespread recognition and acknowledgement of counsell<strong>in</strong>g as a critical <strong>in</strong>tervention<br />
for HIV/<strong>AIDS</strong>.<br />
• A network of 84 counsellors <strong>in</strong> three Indian states.<br />
• Endorsement of SIAAP tra<strong>in</strong><strong>in</strong>g programmes by state governments.<br />
• SIAAP director chosen by the National <strong>AIDS</strong> Control Organisation, (NACO) and UN<strong>AIDS</strong> to<br />
review the national counsell<strong>in</strong>g policy.<br />
• Doctors’ requests for counsellor placement <strong>in</strong> hospitals where the service is unavailable.<br />
• Doctors’ <strong>in</strong>sistence on SIAAP-tra<strong>in</strong>ed counsellors to ensure m<strong>in</strong>imum standards.<br />
What did you learn from do<strong>in</strong>g this advocacy?<br />
• It was important to build upon the strengths and not concentrate on the weaknesses of<br />
exist<strong>in</strong>g services.<br />
• SIAAP’s past achievements gave credibility to what it said.<br />
• <strong>Advocacy</strong> strategies are often not recognised until they have been successful, because they<br />
are not <strong>in</strong>tegral to the plann<strong>in</strong>g process. Plann<strong>in</strong>g must <strong>in</strong>clude an advocacy component <strong>in</strong><br />
all projects.<br />
