city’s <strong>on</strong>ly source of water. 16 The pump<strong>in</strong>g of wastewater to sewage treatment plants<br />

relies <strong>on</strong> a network of pump<strong>in</strong>g stati<strong>on</strong>s <strong>in</strong> <strong>the</strong> city, and few of <strong>the</strong>se stati<strong>on</strong>s have backup<br />

generators for operati<strong>on</strong> <strong>in</strong> <strong>the</strong> event of disrupti<strong>on</strong> to <strong>the</strong> ma<strong>in</strong> electricity supply. In <strong>the</strong><br />

north of <strong>the</strong> country, most sewage disposal takes place through a system of cesspools and<br />

septic tanks that are not dependent <strong>on</strong> power supplies. 17<br />

• Water supply<br />

Prior to <strong>the</strong> 1991 Gulf War, potable water was supplied to all urban centres, but <strong>on</strong>ly 54% of<br />

rural areas. The situati<strong>on</strong> has deteriorated subsequently, due <strong>in</strong>ter alia to poor ma<strong>in</strong>tenance and<br />

<strong>the</strong> bann<strong>in</strong>g of chlor<strong>in</strong>e imports – required for water treatment – under UN sancti<strong>on</strong>s for<br />

potential ‘dual use’ substances. 18 This has led to <strong>the</strong> spread of a wide range of water-borne<br />

illnesses such as typhoid, dysentery, cholera and polio, <strong>the</strong> latter re-emerg<strong>in</strong>g after nearly be<strong>in</strong>g<br />

eradicated prior to <strong>the</strong> sancti<strong>on</strong>s. 19 Significant quantities of water are lost through leakages.<br />

• Irrigati<strong>on</strong> and sal<strong>in</strong>ity<br />

Irrigati<strong>on</strong> <strong>in</strong> what is now <strong>Iraq</strong> dates back some 7,500 years to <strong>the</strong> time when <strong>the</strong> Sumerians<br />

built a canal to irrigate wheat and barley <strong>on</strong> land between <strong>the</strong> Tigris and <strong>the</strong> Euphrates. It was<br />

estimated <strong>in</strong> 1990 that over 5.5 milli<strong>on</strong> ha of <strong>Iraq</strong>i territory are potentially suitable for irrigati<strong>on</strong>,<br />

with 63% of this land occurr<strong>in</strong>g <strong>in</strong> <strong>the</strong> Tigris bas<strong>in</strong>, 35% <strong>in</strong> <strong>the</strong> Euphrates bas<strong>in</strong>, and 2%<br />

al<strong>on</strong>g <strong>the</strong> Shatt al-Arab. However, irrigati<strong>on</strong> development depends to a large extent <strong>on</strong> <strong>the</strong><br />

volume of water released by <strong>the</strong> upstream countries. 20<br />

The risk of elevated soil sal<strong>in</strong>ity and waterlogg<strong>in</strong>g as a c<strong>on</strong>sequence of poor irrigati<strong>on</strong> practices<br />

has l<strong>on</strong>g been a priority c<strong>on</strong>cern <strong>in</strong> <strong>the</strong> country, and was already recorded as a cause of<br />

crop yield reducti<strong>on</strong>s some 3,800 years ago. It is estimated that <strong>in</strong> 1970 half <strong>the</strong> irrigated areas<br />

<strong>in</strong> central and sou<strong>the</strong>rn <strong>Iraq</strong> were degraded <strong>in</strong> this way. In 1978, a land rehabilitati<strong>on</strong> programme<br />

was <strong>in</strong>itiated, compris<strong>in</strong>g c<strong>on</strong>crete l<strong>in</strong><strong>in</strong>g for irrigati<strong>on</strong> canals and <strong>the</strong> <strong>in</strong>stallati<strong>on</strong> of<br />

field dra<strong>in</strong>s and collector dra<strong>in</strong>s. By 1989, a total of 700,000 ha had been rehabilitated at a<br />

cost of around US$2,000/ha. 21<br />
