oil-c<strong>on</strong>tam<strong>in</strong>ated water);<br />

• disposal of drilled material;<br />

• disposal of chemicals;<br />

•<br />

•<br />

operati<strong>on</strong>al waste such as tank bottom sludge, lube oils etc;<br />

disposal of Technologically Enhanced Radioactive Materials – TERM (well heads, pipes etc);<br />

disposal of mercury-c<strong>on</strong>tam<strong>in</strong>ated pipes, vessels etc;<br />

normal n<strong>on</strong>-hazardous wastes (e.g. wood, tyres, plastics).<br />

In additi<strong>on</strong> to <strong>the</strong>se impacts is c<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> of land and water bodies due to accidental oil<br />

spills, while well blowouts, though <strong>in</strong>frequent, may result <strong>in</strong> large-scale c<strong>on</strong>tam<strong>in</strong>ati<strong>on</strong> of<br />

land, surface and ground water and air polluti<strong>on</strong>.<br />

At many oil fields, excess natural gas is burnt-off by operati<strong>on</strong>al flares. This may result <strong>in</strong><br />

locally elevated levels of sulphur dioxide and nitrogen oxides and greenhouse gases (unburnt<br />

hydrocarb<strong>on</strong>s and carb<strong>on</strong> dioxide).<br />

In any well-managed oil field, c<strong>on</strong>trols will be <strong>in</strong> place to address all <strong>the</strong> issues listed above,<br />

<strong>in</strong>clud<strong>in</strong>g c<strong>on</strong>t<strong>in</strong>gency plans for deal<strong>in</strong>g with oil leaks and spillages, gas recovery plans, and<br />

measures to reduce total greenhouse gas emissi<strong>on</strong>s.<br />

Due to <strong>the</strong> impact of ec<strong>on</strong>omic sancti<strong>on</strong>s, <strong>Iraq</strong>’s oil sector has been starved of resources for<br />

proper ma<strong>in</strong>tenance. This is likely to have resulted <strong>in</strong>:<br />

• <strong>in</strong>creased number of oil spills and leaks due to <strong>in</strong>frastructure degradati<strong>on</strong>;<br />

• lack of technology for leak detecti<strong>on</strong> and preventi<strong>on</strong>;<br />

•<br />

• flar<strong>in</strong>g off of associated gas;<br />

• little or no protecti<strong>on</strong> of aquifers;<br />

•<br />

envir<strong>on</strong>mentally unacceptable disposal of drill cutt<strong>in</strong>gs and tank bottom sludge;<br />

disposal of oil-c<strong>on</strong>tam<strong>in</strong>ated water to shallow aquifers or to land (cheaper alternatives<br />

than deeper <strong>in</strong>jecti<strong>on</strong> or treatment).<br />

In any case, it can be anticipated that envir<strong>on</strong>mental c<strong>on</strong>cerns would have been low am<strong>on</strong>g<br />

<strong>the</strong> priorities of <strong>the</strong> state-owned oil <strong>in</strong>dustry, such that even rout<strong>in</strong>e waste management may<br />

not have met <strong>in</strong>dustry standards <strong>in</strong> <strong>the</strong> regi<strong>on</strong>.<br />

It can be expected that oil field operati<strong>on</strong>s <strong>in</strong> <strong>Iraq</strong> dur<strong>in</strong>g <strong>the</strong> 1990s have resulted <strong>in</strong> significant<br />

degradati<strong>on</strong> of soil and ground water, air polluti<strong>on</strong> and major greenhouse gas producti<strong>on</strong>. Dump<strong>in</strong>g<br />

areas for waste oil, water and chemicals are likely to be scattered across affected parts of <strong>the</strong> country.<br />

It is <strong>the</strong>refore important that a comprehensive survey of all oil field operati<strong>on</strong>s is c<strong>on</strong>ducted.<br />

The envir<strong>on</strong>mental c<strong>on</strong>sequences of c<strong>on</strong>flict-related damage to <strong>the</strong> oil <strong>in</strong>dustry are dealt with <strong>in</strong> Chapter 4.<br />
