The study was to cover three areas – surveillance of diseases (especially cancers and c<strong>on</strong>genital<br />

malformati<strong>on</strong>s), measurements of DU <strong>in</strong> potentially affected people, and preventi<strong>on</strong>/<br />

research activities. However, due to <strong>the</strong> prevail<strong>in</strong>g political c<strong>on</strong>text, no such <strong>in</strong>vestigati<strong>on</strong><br />

took place. In 1995, a prelim<strong>in</strong>ary study was c<strong>on</strong>ducted <strong>in</strong> Kuwait to determ<strong>in</strong>e <strong>the</strong> possible<br />

risks from DU. It was calculated that <strong>the</strong> total per capita <strong>in</strong>take of DU via <strong>in</strong>halati<strong>on</strong> by<br />

Kuwaiti <strong>in</strong>habitants was 0.05 Becquerel, which is less than 0.2% of <strong>the</strong> recommended annual<br />

<strong>in</strong>take limit for <strong>the</strong> general populati<strong>on</strong>. 81 Kuwait requested <strong>the</strong> IAEA to assist with verify<strong>in</strong>g<br />

results of DU studies c<strong>on</strong>ducted at a nati<strong>on</strong>al level. C<strong>on</strong>sequently, <strong>the</strong> IAEA laboratories<br />

analysed 30 samples c<strong>on</strong>ta<strong>in</strong><strong>in</strong>g air filters, water, soil and DU penetrator fragments from<br />

various regi<strong>on</strong>s of Kuwait. 82<br />

Unexploded ordnance (UXO)<br />

US military officials estimate that 3-5% of bombs, rockets and shells fail to explode, although<br />

soft sand may have <strong>in</strong>creased this rate to 15% <strong>in</strong> some cases. The total number of unexploded<br />

ordnance may range from 10,000 to 40,000 <strong>in</strong>dividual pieces. 83 Up to 1.6 milli<strong>on</strong> landm<strong>in</strong>es<br />

were laid <strong>in</strong>side Kuwait by <strong>Iraq</strong>, c<strong>on</strong>sist<strong>in</strong>g of 1 milli<strong>on</strong> anti-pers<strong>on</strong>nel m<strong>in</strong>es and 0.6 milli<strong>on</strong><br />

anti-tank m<strong>in</strong>es. 84<br />

Unexploded/capture ordnance was destroyed predom<strong>in</strong>antly through open-air burn<strong>in</strong>g and/<br />

or det<strong>on</strong>ati<strong>on</strong> by coaliti<strong>on</strong> forces, potentially releas<strong>in</strong>g c<strong>on</strong>tam<strong>in</strong>ants <strong>in</strong>to <strong>the</strong> air and <strong>the</strong> soil<br />

of <strong>Iraq</strong>, Kuwait and Saudi Arabia.<br />

Hazardous waste<br />

It can be assumed that <strong>the</strong> c<strong>on</strong>flict generated significant quantities of hazardous waste that<br />

may still have significant c<strong>on</strong>sequences for <strong>the</strong> envir<strong>on</strong>ment and human health – for example<br />

around targeted <strong>in</strong>dustrial and military facilities. While <strong>in</strong>formati<strong>on</strong> is lack<strong>in</strong>g <strong>on</strong> <strong>the</strong> amounts,<br />

types and locati<strong>on</strong>s of such waste, its possible presence should be taken <strong>in</strong>to account <strong>in</strong> postc<strong>on</strong>flict<br />

clean-up and rec<strong>on</strong>structi<strong>on</strong>.<br />

Physical degradati<strong>on</strong> of landscapes<br />

A total of 375,000 bunkers, trenches and weap<strong>on</strong>s pits were <strong>in</strong>stalled <strong>in</strong> Kuwait, and an<br />

unknown number <strong>in</strong> <strong>Iraq</strong>. 85 A total of 3,500 tanks and 2,500 armoured pers<strong>on</strong>nel carriers<br />

were <strong>in</strong> operati<strong>on</strong> caus<strong>in</strong>g significant disrupti<strong>on</strong> of desert sand and soil layers. 86<br />

Pulverizati<strong>on</strong> of <strong>the</strong> surface soil by off-road military vehicles, troop movements and disturbance<br />

by bunker and road c<strong>on</strong>structi<strong>on</strong> and bomb<strong>in</strong>gs <strong>in</strong>creased its vulnerability to erosi<strong>on</strong><br />

by w<strong>in</strong>d and water 87 . Remote sens<strong>in</strong>g analyses suggest that up to 50% of <strong>the</strong> desert surface<br />

<strong>in</strong> Kuwait was compacted. 88<br />

Physical destructi<strong>on</strong> to beaches by <strong>the</strong> digg<strong>in</strong>g of trenches and lay<strong>in</strong>g of m<strong>in</strong>es, barbed wire<br />

and o<strong>the</strong>r defence <strong>in</strong>stallati<strong>on</strong>s caused serious impacts <strong>on</strong> coastal landscapes and biodiversity,<br />

<strong>in</strong> additi<strong>on</strong> to <strong>the</strong> obvious direct threats to people. 89<br />

Waste disposal systems <strong>in</strong> both <strong>Iraq</strong> and Kuwait were severely disrupted dur<strong>in</strong>g <strong>the</strong> c<strong>on</strong>flict,<br />

lead<strong>in</strong>g to widespread illegal dump<strong>in</strong>g and burn<strong>in</strong>g. Illegal dumpsites may have created risks<br />

to groundwater, and burn<strong>in</strong>g may have produced diox<strong>in</strong>s.<br />

ENVIRONMENTAL IMPACTS OF CONFLICT<br />

Due to a shortage of fuel, illegal clear<strong>in</strong>g of woodland <strong>in</strong> <strong>Iraq</strong> damaged approximately 160<br />

km 2 of land. 92 In Kuwait, disrupti<strong>on</strong> of irrigati<strong>on</strong> systems caused severe damage to young<br />

plants <strong>in</strong> afforested areas. 93 An estimated 20% of <strong>the</strong> country’s cultivated trees were lost. 94<br />

<strong>on</strong> <strong>the</strong> Envir<strong>on</strong>ment <strong>in</strong> <strong>Iraq</strong><br />
