There is very limited <strong>in</strong>formati<strong>on</strong> available <strong>on</strong> fish diversity <strong>in</strong> <strong>Iraq</strong>, although <strong>the</strong> World Resources<br />

Institute (WRI) states that <strong>the</strong> comb<strong>in</strong>ed Euphrates and Tigris watershed supports 71<br />

native fish species (plus a fur<strong>the</strong>r 21 <strong>in</strong>troduced species) of which 28 are endemic to <strong>the</strong><br />

bas<strong>in</strong>. N<strong>on</strong>e is <strong>in</strong>dicated as be<strong>in</strong>g under threat. 54<br />

3.7 Instituti<strong>on</strong>al and adm<strong>in</strong>istrative issues<br />

Ma<strong>in</strong> problems:<br />

•<br />

no effective <strong>in</strong>stituti<strong>on</strong>al or adm<strong>in</strong>istrative <strong>in</strong>frastructure for envir<strong>on</strong>mental management<br />

or susta<strong>in</strong>able development;<br />

• <strong>in</strong>adequate legislati<strong>on</strong>;<br />

•<br />

lack of participati<strong>on</strong> <strong>in</strong> global and regi<strong>on</strong>al envir<strong>on</strong>mental agreements and processes.<br />

• C<strong>on</strong>text and limitati<strong>on</strong>s<br />

It will be important to identify exist<strong>in</strong>g nati<strong>on</strong>al expertise <strong>on</strong> envir<strong>on</strong>mental issues so that<br />

<strong>the</strong>se experts can work al<strong>on</strong>gside <strong>in</strong>ternati<strong>on</strong>al and regi<strong>on</strong>al agencies <strong>in</strong>volved <strong>in</strong> <strong>the</strong> postc<strong>on</strong>flict<br />

clean-up and rec<strong>on</strong>structi<strong>on</strong> process. At present, however, <strong>the</strong>re is little readily available<br />

<strong>in</strong>formati<strong>on</strong>, although it can be assumed that <strong>in</strong>stituti<strong>on</strong>al capacity related to <strong>the</strong> envir<strong>on</strong>ment<br />

is likely to have been weakened by <strong>the</strong> policies of <strong>the</strong> <strong>Iraq</strong>i government (e.g. restricti<strong>on</strong>s<br />

<strong>on</strong> <strong>in</strong>ternati<strong>on</strong>al communicati<strong>on</strong>s) as well as by <strong>the</strong> impact of UN sancti<strong>on</strong>s (difficulties <strong>in</strong><br />

obta<strong>in</strong><strong>in</strong>g equipment or participat<strong>in</strong>g <strong>in</strong> <strong>in</strong>ternati<strong>on</strong>al envir<strong>on</strong>mental processes). Early efforts<br />

will be needed to address this <strong>in</strong>formati<strong>on</strong> gap.<br />

A new adm<strong>in</strong>istrati<strong>on</strong> has yet to be established follow<strong>in</strong>g <strong>the</strong> c<strong>on</strong>flict of March/April 2003<br />

and <strong>the</strong> fall of Saddam Husse<strong>in</strong>’s government. It is clear that <strong>the</strong> former adm<strong>in</strong>istrati<strong>on</strong> for<br />

envir<strong>on</strong>ment and natural resource issues will have <strong>in</strong>cluded skilled professi<strong>on</strong>als whose knowledge<br />

will be used with<strong>in</strong> <strong>the</strong> new adm<strong>in</strong>istrative structures, <strong>on</strong>ce established.<br />

• Government<br />

In 2002, <strong>the</strong> key susta<strong>in</strong>able development coord<strong>in</strong>ati<strong>on</strong> mechanism <strong>in</strong> <strong>Iraq</strong> was <strong>the</strong> Plann<strong>in</strong>g Commissi<strong>on</strong>,<br />

with <strong>the</strong> Envir<strong>on</strong>ment Protecti<strong>on</strong> and Improvement Council, Nati<strong>on</strong>al Human Settlements<br />

Commissi<strong>on</strong>, <strong>the</strong> Regi<strong>on</strong>al and Rural Plann<strong>in</strong>g Centre, <strong>the</strong> General Federati<strong>on</strong> of <strong>Iraq</strong><br />

Women, and <strong>the</strong> <strong>Iraq</strong> Ec<strong>on</strong>omists Society also <strong>in</strong>volved <strong>in</strong> this field. 55 Regulati<strong>on</strong> and protecti<strong>on</strong><br />

of <strong>the</strong> envir<strong>on</strong>ment came under <strong>the</strong> jurisdicti<strong>on</strong> of <strong>the</strong> M<strong>in</strong>istry of Health, Labour and Social<br />

Affairs, through <strong>the</strong> Higher Council for Envir<strong>on</strong>mental Protecti<strong>on</strong> and Improvement. 56 The M<strong>in</strong>istry<br />

of Irrigati<strong>on</strong> was resp<strong>on</strong>sible for coord<strong>in</strong>at<strong>in</strong>g water resource management and development,<br />

while Irrigati<strong>on</strong> Directorates undertook management and development at <strong>the</strong> state or district level.<br />

Informati<strong>on</strong> <strong>on</strong> <strong>the</strong> use of water by agricultural, household and <strong>in</strong>dustrial sectors was <strong>the</strong> resp<strong>on</strong>sibility<br />

of <strong>the</strong> Central Statistical Organizati<strong>on</strong> with<strong>in</strong> <strong>the</strong> Plann<strong>in</strong>g Commissi<strong>on</strong>. Informati<strong>on</strong> was<br />

distributed through <strong>the</strong> Agriculture Plann<strong>in</strong>g Directorate, <strong>the</strong> C<strong>on</strong>structi<strong>on</strong>, Hous<strong>in</strong>g and Services<br />

Plann<strong>in</strong>g Directorate, and <strong>the</strong> Industrial Plann<strong>in</strong>g Directorate.<br />

CHRONIC ENVIRONMENTAL ISSUES<br />

The M<strong>in</strong>istry of Irrigati<strong>on</strong> implemented various projects related to desertificati<strong>on</strong>, <strong>in</strong>clud<strong>in</strong>g<br />

<strong>the</strong> stabiliz<strong>in</strong>g of sand dunes to prevent <strong>the</strong>m from encroach<strong>in</strong>g <strong>on</strong> river systems. The M<strong>in</strong>istry<br />

of Irrigati<strong>on</strong>, <strong>in</strong> cooperati<strong>on</strong> with <strong>the</strong> M<strong>in</strong>istry of Agriculture, also undertook a wide<br />

array of water development projects. 57<br />

• Agriculture <strong>in</strong>stituti<strong>on</strong>s<br />

The M<strong>in</strong>istry of Agriculture was resp<strong>on</strong>sible for organiz<strong>in</strong>g ownership of agricultural lands,<br />

c<strong>on</strong>tracts with farmers, cooperatives and agricultural companies, <strong>in</strong> additi<strong>on</strong> to enhanc<strong>in</strong>g<br />

<strong>on</strong> <strong>the</strong> Envir<strong>on</strong>ment <strong>in</strong> <strong>Iraq</strong><br />
