1999, it was reported that a disease outbreak <strong>in</strong> livestock, due to vacc<strong>in</strong>ati<strong>on</strong> restricti<strong>on</strong>s,<br />

had resulted <strong>in</strong> <strong>the</strong> death of 1 milli<strong>on</strong> sheep and 150,000 cattle. 28 However, <strong>the</strong> disposal route<br />

for <strong>the</strong> carcases is unknown.<br />

• Hazardous <strong>in</strong>dustrial waste<br />

The pr<strong>in</strong>cipal sources of hazardous waste are likely to <strong>in</strong>clude oil and petrochemical complexes,<br />

fertilizer plants, ref<strong>in</strong>eries and chemical plants, as well as small and medium-sized<br />

<strong>in</strong>dustries such as electroplat<strong>in</strong>g facilities, tanneries, workshops and garages. Although <strong>the</strong>re<br />

are no reliable data <strong>on</strong> <strong>the</strong> quantities of hazardous waste generated <strong>in</strong> <strong>Iraq</strong>, some Gulf countries<br />

do publish hazardous waste <strong>in</strong>ventories and it is possible to use this <strong>in</strong>formati<strong>on</strong> to make<br />

estimates for n<strong>on</strong>-report<strong>in</strong>g countries us<strong>in</strong>g comparative GDP as an <strong>in</strong>dicator. 29 The official<br />

reported data from Gulf oil-produc<strong>in</strong>g countries <strong>in</strong>dicate that <strong>the</strong>y generate between two and<br />

eight times more hazardous waste per capita than <strong>the</strong> United States.<br />

The oil <strong>in</strong>dustry (see also pages 17-21) produces a range of hazardous wastes <strong>in</strong>clud<strong>in</strong>g:<br />

bottom sludge from oil storage tanks, oiled mud from <strong>the</strong> drill<strong>in</strong>g of wells, c<strong>on</strong>tam<strong>in</strong>ated soils<br />

from oil spills, waste lubricat<strong>in</strong>g oil from pumps and o<strong>the</strong>r mach<strong>in</strong>ery, chemical wastes and<br />

low level radioactive waste. In additi<strong>on</strong>, <strong>in</strong> <strong>the</strong> Middle East, n<strong>on</strong>-potable sal<strong>in</strong>e groundwater,<br />

slightly c<strong>on</strong>tam<strong>in</strong>ated with oil, is frequently removed with <strong>the</strong> crude oil at a ratio of two to<br />

four barrels of water per barrel of oil. It is not known if this c<strong>on</strong>tam<strong>in</strong>ated wastewater is<br />

treated, re-<strong>in</strong>jected or allowed to evaporate <strong>in</strong> hold<strong>in</strong>g lago<strong>on</strong>s. Prior to <strong>the</strong> c<strong>on</strong>flict of March/<br />

April 2003, <strong>Iraq</strong>’s oil ref<strong>in</strong>eries had reported a lack of equipment and spare parts, due to UN<br />

sancti<strong>on</strong>s, for treat<strong>in</strong>g <strong>in</strong>dustrial waste. For example, <strong>the</strong> North Ref<strong>in</strong>eries Enterprise at Baiji<br />

was estimated to be produc<strong>in</strong>g 600 m 3 of <strong>in</strong>dustrial waste per hour, without treatment because<br />

spare parts were unavailable. Before <strong>the</strong> applicati<strong>on</strong> of sancti<strong>on</strong>s, four waste-process<strong>in</strong>g<br />

units at <strong>the</strong> Baiji complex isolated chemical by-products and treated this waste us<strong>in</strong>g bioreactors.<br />
