The above shall not apply in <strong>the</strong> case of a continuation of a permanent or<br />
temporary employee’s shift to complete <strong>the</strong>ir daily assignment.<br />
When <strong>the</strong> above staff resources are exhausted work opportunities shall be offered<br />
to those employees in <strong>the</strong> Division/Section who are qualified but who are not<br />
normally assigned to <strong>the</strong> position.<br />
When <strong>the</strong> staff resources in a Division/Section are exhausted overtime work<br />
opportunities shall be offered to those employees on a Spare List where one<br />
exists.<br />
Arena and pool facility, or park and cemetery site, with posted staff schedules,<br />
shall be considered separate Work/Sections for overtime work opportunity<br />
purposes.<br />
19.04 (a) Permanent qualified employees shall be given <strong>the</strong> opportunity of adding <strong>the</strong>ir<br />
name to Spare Lists which shall be compiled and posted by <strong>the</strong> Department Head<br />
or his designates at <strong>the</strong> discretion of Management.<br />
(b)<br />
The rate of pay for <strong>the</strong> position(s) shall be part of <strong>the</strong> Spare List(s) and copies of<br />
approved lists shall be sent to <strong>the</strong> Union. Spare list for winter operations will<br />
be sent to <strong>the</strong> Union no later than November 15 th of each year.<br />
19.05 (a) An overtime work opportunity record shall be posted in each Section, or Facility<br />
as appropriate.<br />

The record shall be kept up-to-date within forty eight (48) hours on a regular<br />
work day (Monday to Friday, except Statutory Holidays) showing <strong>the</strong> amount of<br />
each employee’s overtime accumulation.<br />
The period for overtime work opportunity accumulation shall be <strong>the</strong> calendar<br />
year January 1 st to December 31 st .<br />
On December 31 st at 12 midnight all overtime hours will start at zero and<br />
overtime will be offered based on seniority until <strong>the</strong> first overtime record of<br />
<strong>the</strong> new year is posted.<br />
19.06 (a) All overtime work opportunities, whe<strong>the</strong>r <strong>the</strong> employee worked, was not<br />
available or refused to work shall be recorded at time and one half or at double<br />
time as appropriate.
