Having analysed the various COTS
products available in the market, carry out
comparison of “Bespoke / „Ground Up‟
development” (using the latest
platforms/development tools available)
vis-à-vis “COTS / Customisation” for
implementing NAMS. Main factors to be
considered: Ability to meet user
requirements, time for „roll-out‟, Cost
Benefit Analysis, Total Cost of
Ownership, support from more than one
vendor, change management, resource
commitment, Cost etc.
Suggest the Hardware architecture for
NAMS.
Study the existing ILMS (Air) system (its
database, entity relationships, work-flow
etc.) and advise the Navy on the
methodology of interfacing ILMS (Air) to
NAMS with a view to ensure that
eventually, a SINGLE-system is available
to the users for carrying out Operations,
Maintenance and Logistics functions and
maintenance / administration efforts are
optimized
(i) Comparison matrix “Bespoke /
„Ground Up‟ development” vis-à-vis
“COTS / Customisation” and firm
recommendations regarding the
approach best suited for the Navy‟s
requirements.
(ii) Potential benefits (tangible and
intangible) as well as the ROI Navy
would accrue by implementing NAMS.
(ii) Time Lines for implementation of
NAMS considering system design, data
capture, training, testing, and
implementation.

On completion of the phase I part payment will be released to the firm.
Phase II (Preparation of Draft RFP) : (T1) + (Time for IN‟s approval for
approach) + 60 days [= T2]
(f) Market survey (through Expression of
Interest/Request for Information) and
identification of suitable vendors for the
chosen approach (Bespoke or
COTS/Customisation)
(g) Finalise the NAMS implementation
methodology: System design, method of
data capture, type of training required,
network architecture, testing / Proof of
Concept, user acceptance, period of
support etc.
