The Direction of Travel policy excludes a<br />

range of the least significant applications, but<br />

most minor applications are still included.<br />

The level of detail can be proportionate to the<br />

scheme and the SDCS may be included in<br />

the Design and Access <strong>Statement</strong>. An Energy<br />

<strong>Statement</strong> is only required 'where relevant'.<br />

Further details, including on information<br />

requirements, will be set out in the<br />

Sustainable Design SPD.<br />

Option 8 B -<br />

Carbon<br />

targets<br />

English Heritage and the<br />

Canonbury Society were concerned<br />

with heritage impacts from carbon<br />

targets, including householder<br />

extensions.<br />

Land Securities called for different<br />

targets for heritage assets and for<br />

minor applications<br />

Some developers raised concerns<br />

over viability and/or called for<br />

viability and technical evidence.<br />

Land Securities stated the Building<br />

Regulations are sufficient. A flexible<br />

approach was preferred by some.<br />

Policies exist in relation to heritage assets.<br />

DM officers will use professional judgement<br />

to assess the relationship between these<br />

policies in each case.<br />

Requirements for the existing building, in the<br />

case of extensions, are limited to an<br />

encouragement for energy efficiency<br />

measures.<br />

Detailed viability evidence has been produced<br />

and was available for the Direction of Travel<br />

consultation.<br />

Option 8 C,<br />

D, E -<br />

Decentralised<br />

Energy<br />

Land Securities objected to<br />

different targets close to existing<br />

networks. Future proofing for new<br />

networks. Higher carbon targets<br />

where connecting to DEN could<br />

discourage connection.Workspace<br />

objected to rigid targets for<br />

connection due to viability issues.<br />

GLA - ability to connect should be<br />

considered on a case by case<br />

basis. Suggest sites should explore<br />

The Direction of Travel policy set out detailed<br />

criteria for when connection to a DEN would<br />

be required; however, in order to allow for<br />

flexibility it also set out feasibility criteria and<br />

a requirement for a preferred and alternative<br />

energy strategy.<br />

Where connection to a DEN is considered<br />

feasible higher Carbon targets are required<br />

because the cost of this is less and this is<br />

therefore consider viable.<br />
