1 Overview<br />

1.0.1 This statement sets out how the London Borough of <strong>Islington</strong> (LBI) has sought participation<br />

from communities and stakeholders during preparation of the Development Management<br />

Policies Development Plan Document (DPD). It sets out how LBI has notified each of the<br />

‘specific consultation bodies’ and ‘general consultation bodies’ as to the subject of the<br />

Development Management Policies DPD and invited representations on what the document<br />

should contain. It also details how residents and businesses have been consulted.<br />

1.0.2 LBI has complied with the requirements of the Town and Country Planning (Local<br />

Development) (England) (Amendment) Regulations 2008. Under regulation 30(d) LBI is<br />

required to prepare this statement and set out:<br />

which bodies and persons were invited to make representations under Regulation<br />

25;<br />

how these bodies and persons were invited to make representations under Regulation<br />

25;<br />

a summary of the main issues raised by the representations, and<br />

how representations have been taken into account.<br />

1.0.3 Participation in the development of the document has had three main components:<br />

formal consultation on the Issues and Options document (26th October – 7th December<br />

2009)<br />

formal consultation on a Direction of Travel draft version of the document (8th<br />

November 2010 – 31st January 2011)<br />

informal consultation was also undertaken at various stages during policy development<br />

1.0.4 The Issues and Options stage of consultation satisfied Regulation 25. The Direction of<br />

Travel consultation was an additional (non-statutory) stage.<br />

1.0.5 The 'specific consultation' bodies that LBI consulted (as defined in the Regulations) are<br />

listed in Appendix 1. The 'general consultation' bodies that LBI consulted are listed in<br />

Appendix 2.<br />

1.0.6 In addition, LBI consulted local residents and businesses, including hard-to-reach groups,<br />

by post and/or email. The mail-out list is derived from identification of key stakeholders,<br />

hard-to-reach groups, those identified as likely to have an interest in planning policy<br />

development and those who have responded to previous policy consultation exercises,<br />

such as in relation to the Core Strategy. As well as direct mail-outs, consultation was also<br />

undertaken using a number of methods detailed in the following sections.<br />
