Some developers were<br />
concerned about the<br />
practicalities of implementing<br />
elements of these policies,<br />
particularly with regard to<br />
Green Performance Plans and<br />
selection of materials.<br />
Some developers sought clarity<br />
on Building Regs and<br />
BREEAM standards which will<br />
be used given that these will<br />
change over the life of the plan<br />
and how new technologies may<br />
impact on policy.<br />
Some developers preferred<br />
Building Regulations to be<br />
complied with only, rather than<br />
more onerous requirements.<br />
Concerns were raised about<br />
viability and delivery.<br />
GLA have stated that part C is<br />
not in line with policy 5.2 of the<br />
draft replacement London Plan<br />
Green Performance Plans are<br />
considered reasonable and<br />
materials considerations are<br />
already considered as part of<br />
the planning application<br />
process.<br />
Clearly identify standards to be<br />
used, and consider flexibility of<br />
approach to allow for new<br />
(improved) technologies to be<br />
used.<br />
Feasibility and viability has<br />
been tested, and the policy is<br />
broadly in line with the London<br />
Plan<br />
Part C has been removed and<br />
the London Plan policy for<br />
non-domestic buildings will be<br />
a relevant consideration.<br />
DM 13 Decentralised Energy<br />
Some developers suggested<br />
that requirement to connect to<br />
DEN should be more flexible.<br />
Issues with feasibility and<br />
viability were raised.<br />
GLA have stated that Carbon<br />
targets for DEN should reflect<br />
those in the London Plan policy<br />
5.2<br />
Feasibility and viability has<br />
been tested. There is a degree<br />
of flexibility within the policy,<br />
including the provision of<br />
preferred and alternative<br />
Energy Strategies.<br />
DEN enables greater Carbon<br />
reduction at a similar or<br />
reduced cost and it is therefore<br />
considered that the policy<br />
position is reasonable.<br />
DM 14 - Sustainable Design<br />
Standards<br />
Some developers requested<br />
flexibility for issues of feasibility<br />
and viability and that BREEAM<br />
2008 should be referred to<br />
specifically.<br />
Technical feasibility and<br />
financial viability are referred<br />
to as relevant considerations.<br />
