2 Issues and Options consultation & Option 23 - Local shopping areas Canonbury Society support flexible approach (Option 23 B) to uses within local shopping areas Land Securities supports Option 23 B Highbury Fields Association supports Option 23 C, an evidence-based approach to the provision of A1 Policies relating to frontages and local shopping areas give a degree of flexibility for non-A1 uses appropriate to the role of the frontage or shopping area. The Direction of Travel policy refers to a range of non-A1 Uses that may be considered suitable where A1 Change of Use is accepted in line with criteria set out. The Submission version allows for an appropriate mix and balance of uses, where loss of A1 is accepted in line with criteria set out. This approach gives some flexibility regarding alternative uses. Option 24 - Concentration of Uses Some support for policy controlling concentration of uses, from residents and resident associations Metropolitan Police object to Option 24 on the ground that they wish to expand the number of police shops / community facilities Royal Mail Group Ltd object to control anywhere in Islington because lots of uses do not have adverse impacts Option 24 relates to particular non-A1 uses that may be considered to have a harmful impact on amenity. Direction of Travel and Submission versions of the document provide more detail. The policy refers to concentration of use only refers to concentrations that are considered to have adverse impacts Option 25 - Hotel locations One resident states that hotels should be concentrated in the CAZ. Another resident states that a concentration of hotels should be avoided. 2 Issues and Options consultation GLA support Option A but state that is should also refer to public transport accessibility and to opportunity areas. Option 26 - Islington's Cultural and Community Uses Some support from residents for Option 26 A and B, subject to consideration of amenity. The Theatres Trust support protection and promotion of community and cultural facilities and suggest glossary definition. Workspace Group support community and cultural uses within mixed-use developments. GLA support resistance to loss and encouragement of new provision, including in new developments. St Lukes Parachial Trust support Option 20 A and B but state that this should be based on protection of net floorspace rather than on protection of individual facilities, to allow for rationalisation. Metropolitan Police also consider that some loss should be allowed as part of rationalisation. Glossary definition is included in the Submission version. The Submission version policy supports new facilities, particularly for major mixed use developments and where developments result in additional need for community facilities. The Submission version clarifies the approach to community facilities and includes an approach to loss of community facilities in appropriate circumstances, which may include rationalisation plans. Other LBI Access Officers have made various comments about accessibility. GLA stated that 10% of hotel rooms should be wheelchair accessible. English Heritage stated that Town Centre policies should make explicit reference to the historic environment GLA have requested more details in relation to night-time, cultural and leisure uses. Policies have been developed in partnership with the Access Officers. Includes requirement for 10% of hotel rooms to be wheelchair accessible. The historic environment is addressed by policies in the Urban Design and Heritage section. Policies apply to all sites in the borough and there is no need to repeat them in relation to Town Centres.
