5. Our Key Achievements in 2009/10 5.1 Safeguarding children and young people We have responded to the sharp increase in child protection activity by strengthening our front line social care services and ensuring that our systems for dealing with referrals are robust. In August 2009 we underwent the annual unannounced safeguarding inspection. The outcome was very positive and provides further evidence of the improvement in services and the fact that this is being recognised by inspectors. The quality of our services to our Children Looked After (CLA) has continued to rise. Fostering and adoption services were judged “good” at the most recent inspections. In order to further improve education standards we have created the Lambeth Community College – a virtual college for Lambeth’s CLA. The college is already making a difference in driving up educational standards among this very vulnerable group. Numbers of children with Child Protection Plans have risen over the year. However the indicators show that for the vast majority of children the problems are effectively addressed through timely intervention. The numbers of children who are subject to a plan for more than 2 years remain small. The Team around the Child (TAC) multi-agency early intervention approach continues to identify earlier children and young people with additional needs. Over 4000 Common Assessment Frameworks (CAF) have been completed resulting in multi-agency solutions to address additional needs. We have improved support to children, young people parents and families. Lambeth Family and Parenting Support Strategy was published in May 2009 which sets out the strategy for ensuring all children and young people in Lambeth benefit from good family support and a level of parental capacity that enables them to thrive and fulfil their potential. More than 40 multi agency staff across Lambeth have been trained to deliver parenting programmes in schools, children’s centres and health clinics across Lambeth. The Lambeth Safeguarding Children Board continues to grow in strength with a clear and focused work programme and wide representation from stakeholders including community and faith groups. Following the recommendations from Lord Laming Report on the Baby Peter case, the board now has an independent chair and the Serious Case Review subgroup is also chaired independently. The board is widely respected as an example of good practice. Both the Laming review team, and the Government Advisor on Safeguarding Sir Roger Singleton visited Lambeth to learn lessons from our practice. We continued to have great success in recruiting high calibre social work staff to the borough. Morale continues to be good in the front line teams and staff turnover levels continue to fall. Controlled caseloads and support for newly qualified social workers are embedded in the system. 11
