Key service delivery inequality issues identified & relevant evidence base Key equalities priorities: Tackling and reducing child poverty ‣ Reduced Child Poverty by 2.1% in 2008 but need to accelerate progress if eradication objective is to be met by 2020. A targeted approach is also needed. What do we know? ‣ 38.2% of children and young people aged under 16 live in families dependent on out of work or in-work benefits, equivalent to 19,770 children and young people ‣ Highest Coldharbour Ward - 52.7% ‣ Lowest Clapham Common - 23.2% ‣ Children living in lone parent households – 40% at risk ‣ BME children – 33% at risk ‣ Children in families with one or more disabled adult – 31% at risk Narrowing achievement gaps for various social groups defined by economic circumstances, ethnic background, gender, mobility and fluency in English ‣ Overall, educational achievement in Lambeth has improved at a faster rate than nationally, and the gap between Lambeth and national performance has narrowed or been eradicated across Foundation Stage, KS 2 and 3. At KS1 the gap has remained constant with little improvement either in the LA or nationally ‣ GCSE (KS4 results 2009 best ever – 73% achieving 5+ A*-C. Lambeth now outperforms the national average Still have evidence of this success not being shared equally by all groups, though there a continuing picture of improvement across all KS as shown in the “Raising Achievement In Lambeth Schools” report 2009 summarised below. ‣ Caribbean ‣ Somali ‣ Portuguese ‣ Children on Free School Meals ‣ Mobile ‣ EAL 44
Achievement by Ethnic Background Key Stage 1 Achievement Gap: KS1 Results 80% 70% 60% 50% 40% 30% 20% African Somali Caribbean White British Portuguese Black Other 10% 0% 2003 2004 2005 2006 2007 2008 2009 In KS 1, the gap between the strongest performers (White British) and the weakest performers(Portuguese pupils) fell from 28 percentage points in 2003 to 25 percentage points in 2009. However, this remains an area where the gap remains the widest. Caribbean pupils would appear to be making the least progress in closing the gap, whilst amongst African pupils and Black Other pupils also seem to be stagnating. Portuguese pupils remain the lowest performing group but they would appear to be making the most progress. Somali pupils, though smaller in numbers are also improving fast. 45
