Foreword by the Cabinet Member and Executive Director We are pleased to introduce the Children and Young People’s Service Improvement Plan 2010-13. It sets out our most important goals and priorities, linking them to the Council’s vision, promises and values, and its overall priority to provide more opportunities for children and young people in Lambeth. The Children and Young People’s Service (CYPS) has continued to deliver, within our budget, positive outcomes for children and young people through high quality services during a period of significant change and development. Frontline staff and managers at all levels have developed a greater understanding of each others' work and discovered some of the benefits of combining a wide range of services with one focus. 2009 has again shown good successes in relation to departmental and corporate priorities including Lambeth schools attaining the best ever GCSE results which have exceeded targets. This enabled a narrowing of the gap in achievement at GCSE level between those on free schools meals and those not. Lambeth now has the second lowest gap in the country, a significant achievement. Key Stage 2 achievement in English and mathematics continues to show Lambeth pupils attaining good outcomes by the end of their primary education. The positive outcome of an unannounced Ofsted inspection of our safeguarding children practice illustrated key changes in improving the capacity of social care teams to meet the needs of vulnerable children. There has also been outstanding work by our Building for Schools (BSF) team which won three awards, including Local Authority of the Year, at the annual Excellence in BSF Awards. We have continued to make good progress in reducing youth crime and have implemented the nationally recognised innovative Young and Safe Programme, as well as further developing our Children Centre programme and continuing to improve Foundation Stage results. Further embedding our multi-agency early intervention approach through the Team Around the Child (TAC) is ensuring that vulnerable children and young people are receiving help and support at the first sign of need. These successes illustrate the professionalism and commitment of all our staff, as well as staff in our partner agencies. We would like to acknowledge their hard work and dedication. The CYPS Service Plan 2010-13 builds on our achievements and represents a continuation of our journey towards securing excellent services for children, young people and their families. There is much to celebrate about our services but we can improve still further, working in partnership with others. The credit crunch aftershock and downturn in the global economy will create further hardships for many families and is likely to give rise to greater levels of need. The financial situation facing all Councils will require even more value for money in providing services. Lambeth CYPS will streamline services, in 2010-11, by moving to a delivery approach focused around Targeted, Universal and Specialist services to further improve services and further embed integrated working within the organisation and with partners. As we adapt and update our response to meet these challenges, the Council’s promises to deliver quality and value for money, tackle inequality and social exclusion, listen to and engage with our citizens have never been more significant. We have made tackling child poverty, parental worklessness and reducing childhood obesity key priorities for CYPS. Lambeth continues to be a good place for children and young people to grow and develop. We know this from young people themselves, through the Lambeth Residents Survey of young people and the TellUs3 Survey of Lambeth pupils. However a small, yet significant, group of young people are not achieving all they should. Our role is to help to bridge that gap by working with schools and other universal services, parents, carers, and children and young people, to remove barriers and create opportunities to enable them to reach their full potential.
