In terms of carryover money, I think I might let Jim Dyer<br />

And we are going to have to evaluate where things are<br />
going in terms of staff size. I think this is something that any agency<br />
should do on a regular basis, is to review the current situation, project<br />
out into the future, and have a look. So, it's something that we're all<br />
actively working on.<br />

With respect to carryover, there's no legislative limit,<br />
but, you know, carryover is money that you don't spend in the year that<br />
it was appropriated. And when you don't spend the money in the year<br />
that it's appropriated, what you're telling Congress is you had too much<br />

money.<br />
And so, from that perspective, we have an obligation to<br />

effectively manage our resources and do it.<br />
And to the extent that, thanks to all of you, the <strong>NRC</strong><br />
has gotten much, much better at managing our resources, and we have<br />
consistently reduced our carryover every year since I've been the CFO<br />
for the last five or six years. So, that's well-done.<br />
The consequence of that is we have less resources to<br />
operate during a shutdown on the carryover, but we are doing better.<br />
