add -- and I think most of you all know this -- but I think I applaud Glenn<br />

Tracy, and NRO leadership for on their own embarking upon a program<br />

to do the lessons learned to date. And I think that has been very<br />

important, to take a reflective self-assessment of how things are going.<br />

Like the Chairman said, you can't build things without<br />

having some problems. That's just a fact of life.<br />

COMMISSIONER MAGWOOD: Just briefly, I agree<br />

with what others have said on this. I think we have learned a great<br />

deal, both on the industry side and on the <strong>NRC</strong> side, about how Part 52<br />

works. And one thing that has become clear is that the expectations<br />

on how Part 52 would be implemented were different on the industry<br />

side versus on the <strong>NRC</strong> side.<br />

I think what we have seen over the last year or<br />

so -- and I give Glenn and his team a great deal of credit for this -- is<br />

the convergence of those expectations. And those lessons I think will<br />

benefit those who follow.<br />

So, this has been, I think to some degree, as the<br />

Chairman has said, it is to be expected that there would be some<br />

differences in these perceptions. I think we have wrestled most of that<br />

to the ground.<br />

Now I think that, going forward, we are going to have to<br />

make sure that the knowledge of what we have learned through these<br />

exercises is clearly disseminated, so that the next one in line fully
