However, there were some wins even in these losses,<br />
such as the Agency has agreed to provide additional information on the<br />
way performance awards are made.<br />
But, honestly, the problems that I have seen in my 16<br />
months as Union President have not been with the contract, but, rather,<br />
with lack of fairness and equity, unequal treatment of similarly-situated<br />
employees, lack of civility, and misuse of power.<br />
Last year at this time, the Agency was starting the<br />
implementation of TABS, which was delayed partly in response to<br />
Union questions. This year we are moving forward with TABS, and<br />
one of our new Stewards, Carl Konzman, is the new NTEU point of<br />

Carl has done an impressive job coming up-to-speed on<br />

NTEU's behalf, and he continues to monitor the progress for our<br />
Chapter.<br />
As a result of declining OIG safety culture scores as<br />
well as a downward trend in the FEVS scores, the EDO last year<br />
introduced the Behavior Matters Cafes. Yet, in spite of this, I hear daily<br />
about managers who are not responsive to their employees, managers<br />
who fail to provide clear expectations to their employees, and in some<br />
cases managers who abuse their employees, overlooking the<br />
importance of treating them with dignity or respect.<br />
But, also, I have to say that there are some employees<br />
treating other employees in, at a minimum, a less-than-professional<br />
manner. <strong>Employee</strong>s feel disheartened that, from their vantage point,<br />
nothing seems to change, in spite of numerous new initiatives. I have<br />
