little bit of a focal point for some of the discussions with senior<br />

I think having the open, technical discussions, the<br />

give-and-take, two-way, not a check valve, back-and-forth, we certainly<br />
have a DPO non-concurrence process which is important.<br />
But, at the end of the day, collaborative does not mean<br />
decision by consensus. At the end of the day, after all the facts and<br />
figures and different perspectives are out there, the senior leaders in<br />

the Agency will need to make a decision.<br />

environment, on how to improve it at the Agency, I would welcome<br />
hearing them.<br />
