So, I think it is that feedback mechanism more than<br />
anything else that is helping us to realize that we are getting there and<br />

we are capturing as much of the information.<br />

particularly good at this, in my experience, because they are smaller,<br />
somewhat more nimble organizations that, while a part of the whole,<br />
still are somewhat remote from our Headquarters complex. And they<br />
capture a lot of knowledge, and are able to turn around and apply that<br />
knowledge to their new Inspectors and the Inspection Program to<br />
ensure that that doesn't go lost, that that knowledge doesn't walk out<br />
the door without being captured.<br />
