In previous years of low-cost energy, renewable resource technologies
were not cost effective for generating electricity on o utility scale. Today,
however, with rising concern for the environment and Western Area
Power Administration's (Western's) emphasis on developing integrated
resource pions, the use of renewable resources, os port of on overall
mix of technologies, con provide utilities with o cost-effective means to
meet the Western customers' increasing demand for reliable and
environmental clean power.
This series of guidebooks is intended for utility personnel involved in
demand-side and supp·side planning, programs, and services. Both
the novice and expert con benefit from this information. Using renewable
resources to generate utility-scale power and in on·site building
applications increases efficiency of resource use from o systems per·
spective. Efficiency through the use of renewable resources helps
Western meet two of its objectives-the elimination of wasteful energy
practices and the adoption of energy-i!fficiency programs that meet
customer needs in on era of diminished resources and increased
environmental concern.
