1.3 Construction Activities<br />

This section contains a high level summary about the construction activities of the Project. A more<br />

detailed construction methodology is provided in Chapter 5 of the AEE and the Design Philosophy<br />

Statement (Technical Report 1). The information provided below should be treated as being<br />

indicative only. It is intended to provide sufficient detail on the proposed construction activities to<br />

assess their potential environmental effects and to identify any necessary measures to avoid,<br />

remedy or mitigate those effects, where appropriate.<br />

Detailed work programming will depend on a number of factors, and it is recognised that once the<br />

contract for the Project has been awarded and a contractor is in place, the construction<br />

methodology will be further refined and developed. This will be undertaken within the scope of the<br />

designation and consent conditions which will be in place to manage the environmental effects of<br />

the construction activities. Construction management plans will be informed by conditions of the<br />

designations and consents to ensure all mitigation measures are implemented as required. Should a<br />

contractor wish to undertake construction activities in a manner which is not authorised by the<br />

consents held, appropriate authorisations would need to be obtained at that time.<br />

1.3.1 Construction Programme<br />

An outline preliminary construction programme has been developed and is shown in Appendix H.<br />

Construction of the Project is likely to take 36-48 months with work undertaken on multiple sites<br />

simultaneously at any one time. The outline programme shows enabling works (utilities, property<br />

access roads etc.) and site establishment work being undertaken first, followed by local road<br />

connections with associated structures and embankments. The CSM2 main alignment will also<br />

commence at this time followed by the MSRFL after the rear access roads are complete. Landscaping<br />

and installation of roadside infrastructure, including lighting, barriers and signage, will complete<br />

the programmed works.<br />

1.3.2 Enabling Works<br />

Prior to the commencement of construction of the main alignment works, it is assumed that some<br />

early enabling works will be undertaken, namely:<br />

• relocation of significant existing businesses where required;<br />

• treatment of Transpower’s 66 kV transmission lines around Shands Road / Marshs Road<br />

intersection;<br />

• modification of Orion utility infrastructure;<br />

• modification of Telstra Clear and Chorus underground fibre optic cables;<br />

• construction of Main South Road rear property access roads and accesses;<br />

• construction of local access road connections and accesses;<br />

• water race diversions/ modifications; and<br />

• construction of Southern Woods Nursery access from Waterholes Road.<br />
