There is no licensing requirement on GMTV to provide any drama output. In 1997, there was a decline in the proportion of total time devoted to animation, falling from 38% of the schedule in 1996 to 28% in 1997. During this period, pre-school programming increased, accounting for 15% of output. However, in 1998, emphasis moved away from light entertainment, back to animation and increasingly towards pre-school. The split in provision remained stable between 1998-2000 - in 2001, there was a return to a similar divide in output as seen in 1997. 6 GMTV was not considered separately in the 1997 study. 38 What Children Watch

Animation continues to be by far the most prevalent genre of programming, representing half of the schedule in 2001. As a result of the increase in animated programming, pre-school material has been in decline since 1998. The proportion of ITV1’s schedule dedicated to drama has fluctuated between 20%-26%. In comparison with the BBC channels, factual programming continues to play a relatively small role, with only 7% of the schedule devoted to a handful of programmes such as Art Attack, How II and Brilliant Creatures in 2001. The share of total time devoted to children’s light entertainment has varied between 10-13%. What Children Watch 39
