Clarify what guarantees can be given that Stages 2 and 3 will go ahead.<br />

Clarify if NSW taxpayers will be forced to assume the financial burden of the project if tolling does not<br />

generate sufficient income to finance the project.<br />

Question what financial modelling has been carried out in relation to the route and the proposed toll?<br />

Suggest different toll scenarios be tested to determine the impact on surface traffic volumes.<br />

Comment that infrastructure projects of this size and nature be publicly funded from a combination of<br />

state and federal money without the need for any contribution from the road user.<br />

Request for details on the level of use required to generate sufficient tolling income to ensure project<br />

viability.<br />

Concern toll prices will discourage motorists from using the tunnel.<br />

Request toll points be located at the tunnel entrances and exits only and not on the <strong>M4</strong> Widening section<br />

as <strong>M4</strong> users have already paid a toll.<br />

Suggest toll points be set up along the <strong>M4</strong> now to help finance<br />

Clarify where the tunnel maintenance buildings and<br />

infrastructure will be located.<br />

Question how four additional lanes under Concord Road bridge will be constructed under traffic?<br />

Concern the ramps proposed at the interchange of the existing <strong>M4</strong> and Concord Road do not appear to<br />

be an appropriate design and a more traditional interchange design to be considered.<br />

Request the number of traffic lanes on Parramatta Road remain as existing, as a minimum.<br />

Concern the eastbound tunnel exit near Rogers Avenue is located on high ground and will require traffic<br />

to travel along an upward incline to exit the tunnel which ignores lessons learnt from the M5 tunnel.<br />
