WestConnex Stage 1 M4 East Motorway concept design Community update | November 2013 The NSW and Australian governments have embarked on Australia’s largest road transport project, the 33km WestConnex motorway linking Sydney’s west and south‐west with the city, airport and port. We are seeking community feedback on the concept design for the M4 East and will be holding information sessions in your area. Feedback is invited until 17 February 2014 and will be used to refine the motorway design and provide input to the environmental impact assessment. This concept design is preliminary and is subject to community and industry consultation. Air quality Air quality assessment Vehicle emissions have declined dramatically in the last 10 years. Increasingly stringent emission standards have contributed to this improvement, which is likely to continue in the future. The following boxes show the percentage of emissions compared to 1990. Three triggers for improved air quality Technological improvement • zNewer vehicles have far less emissions than older vehicles • zCars constructed in 2013 have as little as 1% of the carbon monoxide of a 40 year old vehicle Carbon monoxide 100% 80% 60% 40% 20% 0% 2000 2010 2020 Nitrogen dioxide 140% 120% 100% 80% 60% 40% 20% 0% 2000 2010 2020 DOWN 73% DOWN 63% Better enforcement • zVisible haze has been significantly reduced in the M5 tunnel by taking out heavy polluters, such as smoky vehicles, with large fines and tunnel cameras Better regulation and monitoring • zThe NSW Government has appointed an expert Advisory Committee on Tunnel Air Quality to review current national and international best practice • zA detailed air quality study will be included in the EIS. It will assess the air quality impacts from the construction and operation phases of the project, including the location of ventilation outlets Source: Bureau of Infrastructure, Transport and Regional Economics Lessons learned from the M5 East tunnel (designed last century) WestConnex approach 1 Steep climbs The M5 East tunnel is built with steep grades of up to 8%, causing emissions to rise as trucks climb the steep grades Steep grades will be avoided ensuring emissions are kept to a minimum 2 Location of ventilation outlets The single ventilation outlet was situated 900 metres from the tunnel, meaning emissions had to be pumped a long way, making it inefficient and expensive Up to three sites will be selected based upon the guidelines set by the expert Advisory Committee on Tunnel Air Quality
