3.9 Construction
Questions and concerns raised by the community included the proposed construction staging of all three
phases of the WestConnex project, the length of construction, the procedures and regulations to be adopted
during construction and the location of construction compounds. Feedback has been summarised under
headings: staging and duration and construction compounds.
3.9.1 Staging and duration
Request for all three stages of the project to be built simultaneously.
Request for Stage 3 to be constructed sooner to deal with potential traffic impacts in Haberfield /
Ashfield.
Question what is the planned duration of construction activities and how many hours/days per week will
work be carried out?
Question what procedures and regulations will be in place to manage construction activities?
Construction fatigue is a concern raised particularly in relation to the scale and timeframes suggested for
the project. Question what support systems will be available to residents during construction?
Request for the tunnel at Underwood Road to be completed first allowing use of the tunnel to remove
excess spoil directly onto the M4, minimising impacts on residents.
Request for the construction of the M4 Widening and M4 East in the Homebush area to be aligned to
minimise construction impacts on residents.
3.9.2 Construction compounds
Question where will the construction compounds/batching plants be located and how will construction
vehicles access the construction sites from these facilities?
Clarify how parking for construction workers will be managed.
Concern that if Concord Oval is to be used as a construction staging area this will result in a loss of
public amenity, introduce construction traffic to local residential streets and will increase dust and noise.
Request for Concord Oval to not be used as a construction compound.
Request for Ashfield Park, Hammond Park and/or Reg Coady Reserve to not be used as construction
staging areas and alternative locations be considered.
Concern that if Ashfield Park is to be used as a construction staging area this will result in a loss of
public amenity, introduce construction traffic to local residential streets and will increase dust and noise.
Request for parking in residential streets around construction sites to be limited to two hours except for
residents.
