3.7 Noise and vibration Questions were raised about the noise modelling to be undertaken, concerns about an increase in noise due to construction activities including night works, increase in noise due to traffic accessing the tunnel and potential property damage as a result of vibration from construction activities. Feedback has been summarised below under headings: noise modelling and mitigation, construction noise and vibration, operational noise and vibration and property condition surveys. 3.7.1 Noise modelling and mitigation Support for a noise assessment to be undertaken which details noise mitigation measures and considers the effectiveness of these treatments. Support for noise and vibration monitoring along the project corridor before, during and after construction. Support for a noise management plan during construction. Request for noise modelling to be undertaken for all local residential streets in the vicinity of tunnel entry/exit points and access ramps. Question what standards/guidelines will be applied to determine noise attenuation? Request for details of properties requiring noise attenuation and proposed architectural treatments. Suggest noise abatement and screening be installed prior to construction using ‘world best practice’ measures. Request for noise abatement to be addressed at the source rather than relying on architectural treatments to adjacent properties. Request for noise abatement solutions to consist primarily of landscaped mounds, shrubs and trees rather than visible solid walls. Concern about increased noise impacts on residents following the potential acquisition and removal of commercial properties on Parramatta Road that currently act as a noise barrier and requests for noise abatement treatments to be installed. Noise monitoring Noise monitoring has been carried out at locations along the length of the M4 East project corridor during late March and early April 2014. This monitoring will provide existing noise levels and will be used as an input to the noise assessment for the EIS. The EIS will also identify strategies to mitigate and manage any potential noise impacts of the project. The project team has been liaising directly with property owners to confirm access for the noise monitoring equipment. 34 M4 East Community Feedback Report
3.7.2 Construction noise and vibration Concern about noise and vibration impacts on residents along the M4 East corridor particularly around the tunnel entry/exit points, the widening of the M4, Wattle Street and Parramatta Road and near construction compounds. Question whether night work is proposed and how it will be managed to prevent interrupting residents sleep patterns. Concern the option of offering hotel accommodation for residents during night work is not an appropriate solution for families with young children. Request 24 hour construction works not be considered. 3.7.3 Operational noise and vibration Consider noise impacts on residents during the design and final determination of the location of the tunnel entry/exit ramps. Concern about increased noise for residents located near to tunnel entry/exit points and access ramps. Concern about increased noise and vibration for residents along the M4 from Homebush Bay Drive to Underwood Road as a result of the road corridor moving closer to properties. Request for noise barriers to be installed along the M4 from Homebush Bay Drive to Underwood Road. Question what will be the impact on noise levels in Concord as a result of the project? Concern the removal of commercial buildings along Parramatta Road to accommodate the eastbound tunnel exit will expose the residential properties behind to increased traffic noise. Clarify whether residents will be given acquisition rights if actual noise impacts exceed residential amenity criteria, including during construction. 3.7.4 Property condition surveys Request for property condition surveys to be undertaken prior to the start of any construction/tunnelling works with guarantees from WestConnex Delivery Authority that any damage will be repaired or compensation paid.
