Development of shopping areas has followed population movement. These<br />

areas have been allocated with respect to existing centers, residential density<br />

and transportation facilities. A substantial increase in commercial areas<br />

within the <strong>Watershed</strong> has occurred recently, especially along the Eastern<br />

Shore, adjacent to Highway 98 and on the outskirts of the City of Foley.<br />

A Generalized Land Use <strong>Plan</strong> of Baldwin County was developed in 1992 by<br />

the South Alabama Regional <strong>Plan</strong>ning Commission (SARPC 1993). The<br />

plan (Figure 3) was based upon recent population changes and development<br />

projections. The purpose of the land use plan is to designate adequate<br />

amounts of land for delineated land uses based on the projected growth of<br />

the county and to ensure that these comprise a harmonious arrangement of<br />

uses for the county and its residents.<br />
