D. <strong>Management</strong> <strong>Plan</strong> Implementation and Evaluation<br />

1. Establish and maintain a system of priorities for academic research in<br />

addition to volunteer monitoring that will:<br />

a) contribute to the understanding of watershed conditions and<br />

processes, such as land use changes, habitat loss, and peak and<br />

minimal flows;<br />

b) assist in the establishment of trends in physical, chemical, and<br />

biological water quality parameters for surface and ground water;<br />

and<br />

c) provide transfer of technical and scientific information to aid<br />

decision-making activities of regulatory and management<br />

personnel.<br />

2. Develop long-term support and involvement of <strong>Watershed</strong> residents<br />

through the leadership of CAC and <strong>Watershed</strong> <strong>Project</strong> Coordinator<br />

on <strong>Watershed</strong> planning and management activities.<br />

3. Cooperate and partner with other Federal, State, and local agencies to<br />

achieve the strategies described herein.<br />

The objectives and strategy have been developed with assistance from technical<br />

experts and the CAC. The recommendations made in this report are based on water<br />

quality data, land-use and land-cover information and best professional judgment of<br />

staff of the ADCNR State Lands Division, GSA, NRCS, ADEM, FWS, ADPH,<br />

ACES, DISL, and WBNERR.<br />

Each section that follows includes specific and measurable strategies, a discussion of<br />

each strategy, responsible parties and cooperators, potential funding sources, and a<br />

schedule. The strategies for each objective are listed in sequential order and should<br />

be viewed as a series of steps needed to accomplish the overall objective.<br />

Responsible parties are those agencies with regulatory or legal authority or a vested<br />

interest in the strategy. Cooperators are those who could assist the responsible<br />

parties through shared resources and/or technical input. Potential funding sources<br />

identifies grant programs where funds may be pursued, however, the list is not<br />

comprehensive. The schedule identifies which quarter of which year the activity will<br />

be initiated. The strategies, responsible parties, cooperators, funding sources and<br />

schedules are recommendations only and are dependent on available funding<br />

resources and local support. As stated, the overall purpose of the following<br />

management objectives and strategies is to coordinate and better utilize existing<br />

Federal, State and local resources to improve and maintain water quality in <strong>Weeks</strong><br />

<strong>Bay</strong>.<br />
