D. MANAGEMENT PLAN IMPLEMENTATION AND EVALUATION<br />
1. Establish and maintain a system of priorities for academic<br />
research in addition to volunteer monitoring that will:<br />
Strategy:<br />
a) contribute to the understanding of watershed<br />
conditions and processes, such as land use changes,<br />
habitat loss, and peak and minimal flows<br />
b) assist in the establishment of trends in physical,<br />
chemical, and biological water quality parameters for<br />
surface and ground water; and<br />
c) assist in decision-making activities of regulatory and<br />
management personnel by the transfer of technical<br />
and scientific information.<br />
a. Identify and rank information needs.<br />
Discussion: The CAC, TAC and the coordinator should identify<br />
information needs and develop a proposed research plan for the<br />
<strong>Watershed</strong>. The research should provide the information needed to<br />
accomplish the strategies documented in this management plan. The<br />
Research <strong>Plan</strong> should be distributed to research institutions affiliated<br />
with the <strong>Watershed</strong> <strong>Project</strong> should be incorporated into the<br />
WBNERR research plan.<br />

b. Support <strong>Weeks</strong> <strong>Bay</strong> Water Watch monitoring.<br />
Discussion: Maintain current monitoring activity with bi-weekly<br />
monitoring of active sites in the <strong>Watershed</strong>. Continue monitoring six<br />
basic Alabama Water Watch parameters and supporting those<br />
volunteers who wish to expand monitoring to include E. coli and<br />
nutrients. Hold basic and bacteriological certification workshops at<br />
least twice per year. Hold annual recertification sessions with<br />
cooperation of the AWW QA officer for each volunteer monitor as<br />
required by AWW protocols. Hold at least one annual Advanced<br />
Workshop for biological (bacteria and macroinvertebrate)<br />
monitoring.<br />
