b. Contribute and monitor the BCEAB's ranking of road improvement projects,<br />

which is based on environmental as well as economic needs.<br />

Discussion: Currently road improvement projects are ranked by the<br />

number of complaints, road improvement costs, and funding<br />

availability. The Baldwin County EAB has produced a document<br />

that ranks roads based on standard criteria that include<br />

environmental effects. Environmental effects should be factored<br />

into the ranking process along with economic and social concerns, to<br />

develop a method that is fair and consistent.<br />

BCEAB, Baldwin County ACES, County Engineering Department<br />

Progress: Coordinator will continue to attend BCEAB meetings to<br />

provide input on issues impacting the <strong>Watershed</strong> and Baldwin<br />

County.<br />

4. Reduce water pollution from urban stormwater<br />

discharges including residential subdivisions and<br />

commercial areas.<br />

Strategy:<br />

a. Monitor the regulatory requirements for water storage in stormwater ponds in the<br />

subdivision regulations and require that ponds not be sited in environmental<br />

sensitive areas.<br />

Discussion: This provision needs to be incorporated into Baldwin<br />

County Subdivision Regulations.<br />

Progress: The Baldwin County <strong>Plan</strong>ning and Zoning Department<br />

amended the subdivisions regulations in 1998. Stormwater pond<br />

capacity was increased in these new regulations.<br />

b. Promote the use of storm drain stencils or additional signage in<br />

residential and urban areas of the <strong>Watershed</strong>.<br />

Discussion: Storm drain stencils are Mylar, plastic or cardboard cut<br />

outs of phrases such as "Dump no waste-drains to river, bay or<br />

streams." These phrases are spray painted on the concrete storm<br />

drains found in many residential and commercial areas. Stenciling<br />

may also be used on bridges in rural areas. A "Do not dump" sign<br />
