• PCB open systems are addressed in the UE TSCA<br />

FFCA. In addition, ventilation gaskets used in<br />

various buildings throughout the Paducah Site have<br />

been determined to contain PCBs. The average<br />

PCB concentration is estimated to be 20% by<br />

weight. The total PCB content is estimated at 3840<br />

kginthe 19,200 kg of gaskets.<br />

No FIFRA NOVs were received in 1999.<br />

Emergency Planning and Community<br />

Right-To-Know Act<br />

The Emergency Planning and Community<br />

Right-To-Know Act (EPCRA), also referred to<br />

as the Superfund Amendments and<br />

Reauthorization Act, Title ill, requires reporting<br />

of emergency planning infonnation, hazardous<br />

chemical inventories, and releases to the<br />

environment. . EPCRA reports are submitted to<br />

federal, state, and local authorities. Executive<br />

Order 12856, signed in August 1993, subjects all<br />

federal agencies to EPCRA. The applicable<br />

requirements of EPCRA are contained in<br />

Sections 304, 311, 312, and 313.<br />

• Section 304 requires reporting of<br />

off-site reportable quantity releases to<br />

state and local authorities.<br />

• Section 311 requires that either<br />

material safety data sheets (MSDSs)or<br />

lists of the hazardous chemicals for<br />

which an MSDS is required be provided<br />

to state and local authorities for<br />

emergency planning purposes.<br />

• Section 312 requires that a hazardous<br />

chemical inventory be submitted to state<br />

and local authorities for emergency<br />

planning.<br />

.' Section 313 requires annual<br />

reporting of releases of toxic chemicals<br />

to the EPA and the state.<br />

application of a restricted-use pesticide at the<br />

plant were necessary for DOE activities, a<br />

certified contractor would be used. General-use<br />

pesticides are applied by plant personnel in a<br />

manner consistent with product labeling; all<br />

product warnings and cautioIls are strictly<br />

followed.<br />

The Paducah Site did not have any releases<br />

that were subject to Section 304 notification<br />

requirements during 1999. No Section 311<br />

notifications were required in 1999. The Section<br />

312 Tier n report of inventories for 1999<br />

included UF , 6<br />

uranium tetrafluoride (UF ), 4<br />

diesel fuel, kerosene, magnesium fluoride, and<br />

PCBs associated with DOE activities. The<br />
