painting operations was suspected as the<br />

primary cause of the toxicity. Additional<br />

sampling and monitoring at Outfall 017 is<br />

scheduled to continue through March 2001.<br />

Any future cylinder painting operations at<br />

Paducah will consider the use of non-zinc based<br />

paints.<br />

Public Awareness Program<br />

A comprehensive community relations and<br />

public participation program on DOE activities<br />

exists at the Paducah site. The purpose of the<br />

program is to conduct a proactive public<br />

involvement program, with . outreach<br />

components, to foster a spirit of openness and<br />

credibility among local Citizens and various<br />

segments of the public. The program is also<br />

geared to provide the public with opportunities<br />

to become involved in decisions affecting<br />

<strong>environmental</strong> issues at the site.<br />

Community/Educational Outreach<br />

DOE and Bechtel Jacobs Company LLC<br />

Public Affairs sponsored several educational<br />

and community outreach activities during 1999,<br />

such as Environmental Day which was<br />

cosponsored with the Paducah Chamber of<br />

Commerce and the 1999 Leadership Paducah<br />

class. A broad-scope public meeting was<br />

conducted in July. In August and September,<br />

DOE Headquarters also hosted public meetings<br />

in the Paducah area.<br />

Earth Day<br />

DOE, Bechtel Jacobs,and the Kentucky<br />

Division ofFish and Wildlife Resources(KDFWR)<br />

jointly sponsored, .planned and implemented the<br />

1999 Earth Day activities (Figure 3.2). The twoday<br />

event involved more than 800 sixth-grade<br />

students from area school systems. A wide<br />

variety of <strong>environmental</strong> educational programs<br />

were provided using both the WKWMA and<br />

DOE property. Many of the activities. were<br />

hands-on, with students making decisions and<br />

taking actions regarding hypothetical<br />

<strong>environmental</strong> problems.<br />

Site Specific Advisory Board<br />

. The PGDP Site Specific Advisory<br />

Board (SSAB), a Citizens advisory board,<br />

chartered by the DOE under the Federal<br />

Advisory Committee Act, completed its third full<br />

year of operation in September 1999. The SSAB<br />

received l its charter in August 1996, and .consistS<br />

of individuals with diverse backgrounds and<br />

interests. l'he SSAB meets monthly to focus on<br />

early citizen participation in <strong>environmental</strong><br />

cleanup priorities and related issues at the DOE<br />

facility. The SSAB participates only in activities<br />

that are governed by DOE and regulated by<br />

KDEPand EPA Region IV. During 1999, the<br />

SSAB held 11 regular meetings and one specialtopic<br />

meeting, all open to the public and publicly<br />

noticed. The SSAB advised and made<br />
