Nonradiological Effluent<br />
Monitoring<br />
Abstract<br />
Effluents are gaseous orllquid waste discharges to the environment. Monitoring effluents assures compliance<br />
with applicable release standards established by federa/and state regulations. Effluent monitoring consists<br />
of the collection and analysis of samples or measurements of liquid, gaseous, or airborne effluents. The<br />
monitoring determines and quantifies contaminants and process-strearri characteristics, assesses any<br />
chemical of radiological exposures to members of the public or the environment, and demonstrates compliance<br />
with applicable standards. Monitoring effluents is necessary to determine the effects emissions may have<br />
on the public and the surrounding environment.<br />
In 1999, there were two KPDES outfalls at the Paducah Site that experienced exceedences for toxicity.<br />
Outfall 017 and Outfall 001 exceeded reportable KPDES effluent discharge permit limits for acute toxicity<br />
and chronic toxicity, respectively. An NOV was issued November 23, 1999, for Outfall 001 due to permit<br />
exceedences.<br />
In 1999, DOE had two point sources for DOE air emissions. The combined emissions from these DOE<br />
sources were small; therefore, the Paducah Site is considered a minor source in accordance with the eAA.<br />

agreement between USEC &nd DOR Only.a few<br />
fugitive sources: such as gravel roads,dirt piles<br />
(resulting from construction excavation), and<br />
metal scrap ,pile windage and two point sources<br />
reinained'the responsibility of DOE in 1999. The<br />
smaU amount of emissions from DOE sources<br />
results in CAA classification of the Paducah Site<br />
as a minor air emissions source.<br />
Monitoring of nonradiological parameters<br />
in. liquid effluents is summarized in the Paducah<br />
Site Environmental. Monitoring Plan (BJC 1998)<br />
and is.based onKPDES Permit No. KYOOO4049,<br />
andKDWM landfill permits 073-00014, 073-<br />
00015, and 073-00045. Effluents are monitored<br />
for nonradiological parameters listed on the<br />
permit governing the discharge.<br />
