Abstract<br />
Environmental monitoring, <strong>environmental</strong> restoration, waste management, and UF 6<br />
cylinder management<br />
activities occur at the Paducah Site. Several programs are conducted to inform the public about these<br />
activities.<br />
Environmental Monitoring<br />
Program<br />
The <strong>environmental</strong> monitoring program at<br />
the Paducah Site consists of effluent monitoring<br />
and <strong>environmental</strong> surveillance. Requirements<br />
for routine <strong>environmental</strong> monitoring programs<br />
were established to measure and monitor<br />
effluents from DOE operations and to maintain<br />
surveillance on the effects of those operations on<br />
the environment and public health through<br />
measurement, monitoring, and calculation. The<br />
<strong>environmental</strong> monitoring program is also<br />
intended to demonstrate that· DOE operations at<br />
the Paducah Site comply with DOE orders and<br />
applicable federm, state,:and local regulations.<br />
The <strong>environmental</strong> monitoring program is<br />
documented: in the site Environmental Monitoring<br />
Plan in accordance with DOE Order 5400.1,<br />
General Environmental ,Protection Program.<br />
The results of this program are discussed in. detail<br />
in subs~quent sections of this ASER.<br />
Before the DOElUSEC transition (described<br />
in Section 1), DOE's primary mission at the<br />
Paducah Site consisted of enriching uranium.<br />
However, since the transition on July 1, 1993;<br />
DOE's mission at the site has been focused on<br />
<strong>environmental</strong> restoration, DUF 6 cylinder<br />
management, and waste management. This<br />
change in mission has also changed the direction<br />
and emphasis of the <strong>environmental</strong> monitoring<br />
program. In November 1995, the site<br />
Environmental Monitoring Plan was reissued to<br />
address DOE operations exclusively. The<br />
Environmental Monitoring Plan is reviewed<br />
annually and updated at least every three years.<br />
Data QUality Objective (DQO), sessions were<br />
held during November and December of 1999 in<br />
order to determine if additional monitoring or<br />
changes to the <strong>environmental</strong> monitoring<br />
program were needed.<br />
