Highway Capacity Transit System Plan - Final Report June 2009 Development of Updated HCT System Plan 6.0 DEVELOPMENT OF UPDATED HCT SYSTEM PLAN 6.1 INTRODUCTION Section 6.0 of the HCT System Plan Final Report summarizes the following activities conducted under Task 6: • Defining a baseline system alternative • Defining a system alternative that includes and refines the two corridors that were recommended in Section 5.0 for more detailed study • Defining a second system alternative to explore hybrid corridors or other options • Assessing potential changes in regional transit ridership, redevelopment opportunities, accessibility to transit‐dependent populations and Title VI communities, the extent to which existing and future population and employment is served, roadway level of service, roadway vehicle‐miles traveled (VMT), roadway travel time, and redevelopment potential 6.2 CORRIDORS ANALYZED IN TASK 6 The alternatives that were recommended in Task 5 (Section 5.0) for more detailed analysis in Task 6 are the following: • Alternative 2B, which features BRT operating in a dedicated lane on Broadway Boulevard between the Ronstadt Transit Center (shown in Figure 53) in downtown Tucson and a proposed new park‐and‐ride lot on Houghton Road • Alternative 13, which features streetcar service operating on 6th Avenue in mixed traffic between the Ronstadt Transit Center in downtown Tucson and TIA Figure 54 though Figure 57 illustrate the cross section and typical land uses of Alternative 2B. Figure 58 though Figure 60 illustrate the cross section and typical land uses of Alternative 13. Refinements to the alternatives that were recommended in Section 5.0 include determining more detailed alignments (e.g., including route deviations to serve specific major trip generators), identifying transit center and park‐and‐ride alternatives, locating HCT stations at the intersection level, and identifying changes to the local bus network and coordination with the planned Modern Streetcar (with input from Sun Tran). 120
