state companies that can<br />

complete contracts in a timely<br />

manner.<br />

The current planned roadway<br />

improvements are necessary,<br />

and <strong>of</strong>fer a more timely<br />

completion to ease congestion.<br />

Also most <strong>of</strong> planned roadways<br />

enhance bike paths.<br />
