Right of Way—The right of one vehicle or pedestrian to proceed in a lawful manner in preference<br />

to another vehicle or pedestrian.<br />

Roadway—The paved portion of the highway<br />

Roundabout—A type of circular junction in which road traffic must travel in one direction around<br />

a central isl<strong>and</strong>. Signs usually direct traffic entering the circle to slow down <strong>and</strong> give the right of way<br />

to drivers already in the circle.<br />

Rules Of The Road—The portion of a motor vehicle law that contains regulations governing the<br />

operation of vehicular <strong>and</strong> pedestrian traffic<br />

SAFETEA-LU— Safe, Accountable, Flexible, Efficient Transportation Equity Act—A Legacy for<br />

Users. SAFETEA-LU authorizes the Federal surface transportation programs for highways, highway<br />

safety, <strong>and</strong> transit for the 5-year period 2005-2009.<br />

Sensitivity—The setting on the detector unit that determines the amount of inductance shift<br />

required to actuate the detector. High sensitivities require low inductance shifts.<br />

Sensor Unit—An electrical conductor ("loop") in the roadway designed such that the presence or<br />

passage of a vehicle causes a decrease in the inductance of the loop.<br />

Separation—An intervening space or a physical barrier between the bike path <strong>and</strong> the roadway so<br />

that the bike path is not contiguous to the outer edge of the paved highway shoulder.<br />

Shall—A MANDATORY condition. Where certain requirements in the design or application of the<br />

device are described with the "shall" stipulation, it is m<strong>and</strong>atory that these requirements be met.<br />

Should—An ADVISORY condition. Where the word "should" is used, it is considered to be<br />

advisable usage, recommended, but not m<strong>and</strong>atory.<br />

Shoulder—The portion of a highway that is contiguous to the travel lanes provided for pedestrians,<br />

bicyclists, <strong>and</strong> emergency use by vehicles, <strong>and</strong> for lateral support of base <strong>and</strong> surface courses. This is<br />

often used in place of a sidewalk or bike lane in rural areas.<br />

Shy Distance—The distance between the edge of a travel-way <strong>and</strong> a fixed object.<br />

Sidewalk—A walkway separated from the roadway with a curb, constructed of a durable, hard <strong>and</strong><br />

smooth surface, designed for preferential or exclusive use by pedestrians.<br />

Sight Distance—The distance a person can see along an unobstructed line of sight.<br />

Skew Angle—The angle formed between a roadway, bikeway or walkway <strong>and</strong> an intersecting<br />

roadway, bikeway, walkway or railway measured away from the perpendicular.<br />

Sonic Detector—A vehicle detector that emits high frequency sound energy <strong>and</strong> senses the<br />

reflection of that energy from a vehicle in its field.<br />
