4 REGIONAL BICYCLE AND PEDESTRIAN FUNDING PROGRAM
Only projects included in the Regional Bicycle, Pedestrian, and Trails Master Plan are eligible to apply for
the Regional Bicycle and Pedestrian Funding Program (Funding Program). The emphasis of the
Funding Program is to provide facilities for walking and biking in the cities and towns of the region,
and to provide connections between them. Developers, in cooperation with cities and counties, are
expected to fully fund bicycle and pedestrian facilities in new developments. 3 Facilities that serve
strictly recreational trips or equestrians are also expected to obtain other funding.
Non-capital programs and projects such as staff training, developing design manuals, and public
relations campaigns are eligible for funding, but are of lower priority than capital projects. Up to
10% of the program funds may be set-aside in a funding cycle for non-capital programs.
4.1 Program Funding
