4 REGIONAL BICYCLE AND PEDESTRIAN FUNDING PROGRAM<br />
Only projects included in the Regional <strong>Bicycle</strong>, <strong>Pedestrian</strong>, <strong>and</strong> Trails <strong>Master</strong> <strong>Plan</strong> are eligible to apply for<br />
the Regional <strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Funding Program (Funding Program). The emphasis of the<br />
Funding Program is to provide facilities for walking <strong>and</strong> biking in the cities <strong>and</strong> towns of the region,<br />
<strong>and</strong> to provide connections between them. Developers, in cooperation with cities <strong>and</strong> counties, are<br />
expected to fully fund bicycle <strong>and</strong> pedestrian facilities in new developments. 3 Facilities that serve<br />
strictly recreational trips or equestrians are also expected to obtain other funding.<br />
Non-capital programs <strong>and</strong> projects such as staff training, developing design manuals, <strong>and</strong> public<br />
relations campaigns are eligible for funding, but are of lower priority than capital projects. Up to<br />
10% of the program funds may be set-aside in a funding cycle for non-capital programs.<br />
4.1 Program Funding<br />
Projects will be selected for funding based on the procedures <strong>and</strong> criteria established in the <strong>Bicycle</strong><br />
<strong>and</strong> <strong>Pedestrian</strong> Funding Program.<br />
4.2 Eligible Project Types<br />
The SACOG Regional <strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Funding Program can fund the following types of<br />
projects <strong>and</strong> programs (not in priority order) wholly or in part, <strong>and</strong> are:<br />
General <strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Projects<br />
• New sidewalks <strong>and</strong> pedestrian paths<br />
• Improvements to existing pedestrian facilities including the redesign of existing shared use<br />
pedestrian/bicycle facilities to provide a physical separation between pedestrian <strong>and</strong> bicycle<br />
facilities.<br />
• Improved street crossings, including mid-block crossings <strong>and</strong> accessible pedestrian signals<br />
• Curb extensions <strong>and</strong> median refuge isl<strong>and</strong>s<br />
• <strong>Bicycle</strong> signals <strong>and</strong> sensors at intersections<br />
• <strong>Pedestrian</strong> signal detection<br />
• Lighting for bicyclists <strong>and</strong> pedestrians<br />
• Signage <strong>and</strong> stenciling<br />
• Traffic calming beneficial to bicyclists <strong>and</strong> pedestrians<br />
• Streetscaping that shades bicyclists <strong>and</strong> pedestrians<br />
• Upgrades to existing bikeways, including loop detector signals detection, pavement<br />
rehabilitation on shared-use paths, etc.<br />
• Class I shared-use paths <strong>and</strong> paved trails<br />
3 Local agencies <strong>and</strong> developers should refer to the Federal Highway Administration's Design Guidance for<br />
Accommodating <strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Travel for a list of good practices in new developments. It is not the intent of<br />
the SACOG funding program to fund these basic good practices.<br />
