5 DESIGN GUIDELINES<br />

The State Streets <strong>and</strong> Highways Code, chapter 8 section 891, requires that local agencies must<br />

comply with design criteria set forth in Chapter 1000 of the Caltrans Highway Design Manual<br />

Bikeway <strong>Plan</strong>ning <strong>and</strong> Design. These shall govern design st<strong>and</strong>ards for all new bicycle projects. For all<br />

new pedestrian projects, locally adopted pedestrian design st<strong>and</strong>ards shall govern. If specific<br />

pedestrian design guidelines have not been adopted, the City of Sacramento’s <strong>Pedestrian</strong> Safety<br />

Guidelines shall govern. Additionally the Sacramento Transportation <strong>and</strong> Air Quality Collaborative’s<br />

Best Practices for <strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Facility <strong>Plan</strong>ning <strong>and</strong> Design <strong>and</strong> Best Practices for Complete Streets,<br />

AASHTO’s Guide for the Development of <strong>Bicycle</strong> Facilities, <strong>and</strong> FHWA’s Design Guidance for Accommodating<br />

<strong>Bicycle</strong> <strong>and</strong> <strong>Pedestrian</strong> Travel, <strong>and</strong> <strong>Pedestrian</strong> Facilities Users Guide – Providing Safety <strong>and</strong> Mobility are also<br />

useful references for the planning <strong>and</strong> design of bicycle <strong>and</strong> pedestrian facilities.<br />

5.1 <strong>Bicycle</strong> Transportation <strong>Plan</strong> Requirements<br />

Local cities <strong>and</strong> counties in California must adopt <strong>Bicycle</strong> Transportation <strong>Plan</strong>s (BTP) consistent<br />

with State Streets <strong>and</strong> Highways Code chapter 8- section 891, in order to be eligible to apply for<br />

State <strong>Bicycle</strong> Transportation Account (BTA) funds. Once a BTP is approved by the local governing<br />

agency, the <strong>Plan</strong> must be submitted to the Regional Transportation <strong>Plan</strong>ning Agency (RTPA) to<br />

review the BTP for compliance with Streets <strong>and</strong> Highways Code 891.2 (a) through (k) (below) <strong>and</strong><br />

for consistency with local <strong>and</strong> regional plans. If the BTP meets these requirements, the RTPA will<br />

send the local jurisdiction an approval letter, which must be submitted to Caltrans along with the<br />

<strong>Master</strong> <strong>Plan</strong> for certification. In the four-county region, local agencies should submit their BTP <strong>and</strong><br />

checklist to SACOG. In Placer County, the Placer County Transportation <strong>Plan</strong>ning Agency is<br />

responsible for reviewing the BTPs, <strong>and</strong> in El Dorado County, the responsible agency is El Dorado<br />

County Transportation Commission.<br />

The estimated number of existing bicycle commuters in the plan area <strong>and</strong> the estimated<br />

increase in the number of bicycle commuters resulting from implementation of the plan.<br />

A map <strong>and</strong> description of existing <strong>and</strong> proposed l<strong>and</strong> use <strong>and</strong> settlement patterns which<br />

shall include, but not be limited to, locations of residential neighborhoods, schools,<br />

shopping centers, public buildings, <strong>and</strong> major employment centers.<br />

A map <strong>and</strong> description of existing <strong>and</strong> proposed bikeways.<br />

A map <strong>and</strong> description of existing <strong>and</strong> proposed end-of-trip bicycle parking facilities.<br />

These shall include, but not be limited to, parking at schools, shopping centers, public<br />

buildings, <strong>and</strong> major employment centers.<br />

A map <strong>and</strong> description of existing <strong>and</strong> proposed bicycle transport <strong>and</strong> parking facilities for<br />

connections with <strong>and</strong> use of other transportation modes. These shall include, but not be<br />

limited to, parking facilities at transit stops, rail <strong>and</strong> transit terminals, ferry docks <strong>and</strong><br />

l<strong>and</strong>ings, park <strong>and</strong> ride lots, <strong>and</strong> provisions for transporting bicyclists <strong>and</strong> bicycles on<br />

transit or rail vehicles or ferry vessels.<br />
