<strong>Socio</strong>-economic pr<strong>of</strong>ile <strong>of</strong> <strong>Rufiji</strong> flood plain <strong>and</strong> <strong>Delta</strong> - Vol. 1<br />
• The North <strong>and</strong> South hill zone, which extends from <strong>the</strong> <strong>Rufiji</strong> flood plains to <strong>the</strong> borders<br />
<strong>of</strong> Kisarawe <strong>and</strong> Mkuranga Districts in <strong>the</strong> North <strong>and</strong> Kilwa/Liwale Districts in <strong>the</strong><br />
Sou<strong>the</strong>rn area called <strong>the</strong> Matumbi Mountains.<br />
In order to summarise <strong>the</strong> characteristic features <strong>of</strong> major agricultural systems, Havnevik<br />
(1983) presented three broad AEZ <strong>of</strong> <strong>Rufiji</strong> district as: The flood plain agricultural system,<br />
<strong>the</strong> <strong>Rufiji</strong> <strong>Delta</strong> agriculture <strong>and</strong> <strong>Rufiji</strong> hill agriculture. This can be considered a narrow<br />
classification, which does not consider details pertaining to intermediate areas between <strong>the</strong><br />
zones.<br />
Due to variations in economic activities, Havnevik (1981) fur<strong>the</strong>r subdivided <strong>Rufiji</strong> district<br />
into more finer AEZ as dictated by <strong>the</strong> objectives <strong>of</strong> <strong>the</strong>ir study, extent <strong>of</strong> transport or access<br />
(e.g. access to markets) <strong>and</strong> on <strong>the</strong> finding that economic activities change gradually when<br />
moving westwards from <strong>the</strong> <strong>Delta</strong> area. These are as shown in table 2.<br />

Details <strong>of</strong> <strong>the</strong>se can be seen in figure 1 <strong>and</strong> in Havnevik (1981). The advantage <strong>of</strong> <strong>the</strong>se finer AEZ is<br />
that <strong>the</strong>y provide more accurate data for <strong>the</strong> management <strong>of</strong> economic activities <strong>and</strong> natural resource<br />
management. This is in contrast to wider AEZ that do not identify smaller variations.<br />
The <strong>Rufiji</strong> district pr<strong>of</strong>ile (1997) defines AEZ narrowly, which is similar to earlier classifications <strong>of</strong><br />
AEZ by Conyers et al. (1971) <strong>and</strong> <strong>the</strong> narrow classification by Havnevik (1981) mentioned above.<br />
According to <strong>the</strong> district pr<strong>of</strong>ile, URT (1997) <strong>the</strong> district is divided into <strong>the</strong> following agro-ecological<br />
zones namely <strong>the</strong> flood plain, <strong>the</strong> <strong>Delta</strong> <strong>and</strong> <strong>the</strong> plateau zone.<br />
For <strong>the</strong> purpose <strong>of</strong> REMP project, some considerations are necessary when deciding on <strong>the</strong> AEZ. The<br />
first <strong>and</strong> foremost (which was also considered by <strong>the</strong> above mentioned classifications) relates to <strong>the</strong><br />
livelihood strategies <strong>of</strong> <strong>the</strong> people residing in <strong>the</strong> flood plains <strong>and</strong> <strong>the</strong> <strong>Delta</strong>. What are <strong>the</strong> main<br />
economic activities <strong>of</strong> <strong>the</strong> people? The second concerns <strong>the</strong> natural resources that are available in<br />
<strong>the</strong>se areas. The main question is how are <strong>the</strong>se natural resources utilised <strong>and</strong> managed? What are <strong>the</strong><br />
sensitive areas in terms <strong>of</strong> natural resource use <strong>and</strong> management?, <strong>and</strong> how can <strong>the</strong> population be<br />
involved in <strong>the</strong> wise use <strong>of</strong> <strong>the</strong> natural resources? Based on <strong>the</strong>se queries, <strong>the</strong> narrow classification <strong>of</strong><br />
AEZ may not be sufficient to summarise all <strong>the</strong>m.<br />
