Committee Reports
Native American
Programs Committee
Janet P. Eidsness
On October 11, 2003 at the 18 th
Annual California Indian Conference
(CIC) hosted by Cabrillo College in
Watsonville, SCA Native American
Programs Committee (NAPC)
presented a symposium entitled
“California Tribal Programs in
Heritage Resources Management.”
Following opening comments on
Amah Mustun Tribal Band history by
Ed Ketchum, this session featured
talks by THPOs Thomas Gates (Yurok
Tribe) and Marnie Atkins (Table Bluff
Reservation-Wiyot Tribe), Wiyot
Tribal Chairperson Cheryl A. Seidner,
attorney for the Quechan Tribe
Courtney Ann Coyle, and Larry Myers,
Executive Secretary of the Native
American Heritage Commission.
About 50 updated Sourcebooks (4 th
Edition) were distributed, and
donation monies were put back into
the Committee’s coffers to make
additional copies. At a fine BBQ
dinner hosted by the Amah Mutsun
Tribal Band, President-Elect Amy
Gilreath announced that Larry Myers
was named the 2003 recipient of the
SCA California Indian Heritage
Preservation Award. In addition, the
NAPC provided support to Chumash
undergraduate student Maria Cordero,
who delivered a paper on “Juridical
Subordination of California Indians
From Statehood (1850) to Civil Rights
Movement (1960).” We are
encouraging her to publish her paper,
which she will soon present to
legislators as Maria was selected as
one of two students to represent UC-
Santa Barbara at the March 8-9, 2004
UC Day in Sacramento. As a sign that
‘what goes around comes around’ and
‘we must be doing something right,’
after reconciling their books the CIC
organizing committee donated $250 to
support NAPC activities! Congrats to
Rob Edwards and CIC 18 organizers, as
this event appeared to have the most
Native American attendees and
presenters—a good sign!
We are busy planning CRM
workshops in partnership with the
Amah Mutsun Tribal Band (to be held
March 6-7) and the 12 bands of the Pit
River Tribe (to be held in mid-April).
These are exciting days!
On Thursday, March 18, 2004
(4:30-5:30 p.m.—but check Program!),
please join us in Riverside for the
open meeting of the Native American
Programs Committee at the SCA
Annual Meeting. We are always
looking for new members to network
with, and new ideas on how we may
best partner with Indian communities
to meet our common goals! Look for
our table in the Book Room, where
we’ll have copies of the Sourcebook
available.
108th U.S. Congress 2003-2004
California’s hopes for a big jobs
boost from a new federal highway and
transit spending program were fading
fast amid signs that Congress and the
White House were worried about its
cost. The House voted 421-0 to
extend the current six-year, $217
billion bill for four more months. If
the Senate goes along, it would be the
second extension for the old program,
which was due to expire on Sept. 30.
The Senate is bogged down in debate
over the proposed $318 billion bill,
which President Bush says he won’t
support in an election year in which he
has vowed to hold the line on
domestic spending. His
administration has proposed a $256
billion. The House Transportation
Committee wants a $375 billion bill.
Congress’ failure to make quick
progress on the legislation is a major
disappointment to members who
hoped it would create a boost in new
jobs during an election year. The
