<strong>Engineering</strong> <strong>Standards</strong><br />

I. Any projects requiring permits from agencies other than the <strong>City</strong> (such as railroad, TxDOT,<br />

NTTA, etc) shall submit the required permit documents to the <strong>City</strong> for approval. <strong>City</strong> staff will<br />

review and submit permit requests to the agencies.<br />

J. A separate checklist is available for construction plan sets to be submitted at the pre-construction<br />

conference.<br />

1.11 Easements<br />

A. General - Easements shall be provided for public facilities including water, wastewater, reclaimed<br />

water, drainage features, and traffic signal or lighting equipment that are located outside the<br />

public right <strong>of</strong> way. Storm drain lines are also considered public if they cross property lines and<br />

collect run<strong>of</strong>f from adjacent properties. For single-family residential developments, water,<br />

wastewater, reclaimed water and storm drain lines shall not cross residential lots unless<br />

specifically approved by the Director <strong>of</strong> <strong>Engineering</strong> Services. Additional easement width may<br />

be required to accommodate future maintenance <strong>of</strong> the facilities.<br />

B. Acquisition <strong>of</strong> Easements - Easements that have not been dedicated on a plat may be acquired by<br />

separate instrument. The acquisition <strong>of</strong> any easement is the owner’s responsibility. If the owner<br />

cannot obtain a required <strong>of</strong>fsite easement, the owner may request assistance from the <strong>City</strong>. Prior<br />

to requesting assistance, the owner shall provide a written <strong>of</strong>fer to the property owner based on<br />

fair market value. The <strong>City</strong>’s assistance does not relieve the owner <strong>of</strong> the cost <strong>of</strong> purchasing the<br />

easement. In addition, the owner shall reimburse the <strong>City</strong> for all costs associated with the<br />

acquisition.<br />

C. The process for acquiring an easement by separate instrument is as follows:<br />

• Submit a metes and bounds description, a drawing <strong>of</strong> the easement sealed, signed and dated<br />

by a licensed surveyor, and ownership information to <strong>Engineering</strong> Services.<br />

• <strong>Engineering</strong> Services will prepare the easement documents on city forms.<br />

• Person requesting the easement shall pay any document preparation and filing fees required<br />

by the city.<br />

• After fee is paid to <strong>City</strong>, the easement documents will be sent to the person requesting the<br />

easement to obtain all necessary signatures (other than <strong>City</strong>’s).<br />

• Return all signed documents to the city for filing with the county.<br />

• <strong>City</strong> will send a copy <strong>of</strong> the filed easement to the person requesting the easement and the<br />

easement grantor, if needed.<br />
