16 The lack of progress with development plan documents has added to the uncertainties around site allocation, with scarce technical resources spread too thinly to be effective. There is considerable scope for further rationalisation and joint working in order to provide more focused policy preparation and divert resources into implementation, including supporting neighbourhood plans where communities wish to prepare these. The 2009 LDS timetable chart is shown overleaf, with updates added in text and actual DPD adoption dates shown with an asterisk.
