Eliminating Plastic Resin Pellets <strong>from</strong> <strong>the</strong> Marine Environment.<br />

Eliminating <strong>the</strong> loss of plastic resin pellets into <strong>the</strong> marine<br />

environment is <strong>the</strong> goal of Operation Clean Sweep, a plastics<br />

industry-wide awareness <strong>and</strong> education program being conducted by<br />

The Society of <strong>the</strong> Plastics Industry, Inc. (SPI). The program is<br />

aimed at everyone that manufactures, transports, h<strong>and</strong>les <strong>and</strong> uses<br />

resin pellets.<br />

Resin pellets are <strong>the</strong> raw material of <strong>the</strong> plastics industry.<br />

They are inert <strong>and</strong> non-toxic. Plastic pellets. are believed to be<br />

a potential hazard, however, if ingested by seabirds <strong>and</strong> marine<br />

life.<br />

Soon after this concern was brought to SPI's attention in 1986,<br />

we began briefing resin companies, some of which already had<br />

resin containment programs; o<strong>the</strong>rs have since taken action.<br />

Educational materials were produced stressing <strong>the</strong> message that<br />

resin pellets should be contained, reclaimed or disposed of<br />

properly.<br />

In 1987, SPI's Board of Directors approved a policy which stated,<br />

in part: "SPI is dedicated to working with its member companies<br />

to eliminate circumstances that result in resin pellets being<br />

lost in manufacturing or transportation <strong>and</strong> possible rendering<br />

harm to animal or marine life that mistake <strong>the</strong> pellets for food."<br />

In 1991, working with its resin-producing members, SPI developed<br />

a Pellet Retention Environmental Code. The major resin companies<br />

which signed <strong>the</strong> voluntary Code have committed <strong>the</strong>mselves to <strong>the</strong><br />

total containment of plastic pellets throughout <strong>the</strong> pellets' life<br />

span <strong>and</strong> to operating in full compliance with environmental laws<br />

<strong>and</strong> regulations pertaining to pellet containment. The following<br />

year a Processor's Pledge was developed to include those who<br />

process resin pellets into products.<br />

Operation Clean Sweep was launched at SPI's triennial<br />

international trade show in 1991. It is a multifaceted program<br />

to assist <strong>the</strong> plastics industry at every level to address <strong>and</strong><br />

solve <strong>the</strong> problem of resin containment. There are three key<br />

components to Operation Clean Sweep:<br />

1. Commitment to <strong>the</strong> goal of zero pellet loss<br />

2. Changes in behavior <strong>and</strong> procedures to eliminate or contain<br />

spilled pellets<br />

3. Changes in equipment <strong>and</strong> facilities to eliminate or contain<br />

spilled pellets.<br />

Operation Clean Sweep supports companies with a comprehensive<br />

educational program to help <strong>the</strong>m inform <strong>and</strong> motivate employees<br />

<strong>and</strong> identify <strong>and</strong> remedy problems in behavior, procedures,<br />

equipment <strong>and</strong> facilities that cause pellet loss into <strong>the</strong><br />

environment. More than 20,000 copies of materials have been<br />

distributed to plastic companies in <strong>the</strong> United States <strong>and</strong> abroad<br />

since <strong>the</strong> program was launched. Operation Clean Sweep stresses
