SECTION 5: SETTING A COURSE<br />
Community-initiated development<br />
To facilitate and build momentum for the downtown<br />
revitalization process, some implementation actions may<br />
require citizen or community-led financing and development<br />
efforts if the private sector is reluctant or fails to come forward.<br />
This may be especially important during the early phases <strong>of</strong><br />
master plan implementation where new financing tools will<br />
be needed to catalyze investment in businesses, buildings and<br />
adjoining blocks. Such tools could comprise a downtown<br />
venture fund for new small business start-ups or community<br />
stock corporations or cooperatives to pool monies for larger<br />
scale commercial undertakings, including, for example, the<br />
re-opening the Orpheum <strong>The</strong>ater or the establishment <strong>of</strong> a<br />
downtown grocery store. Existing organizations and entities<br />
may need to play new roles in facilitating property development<br />
and adaptive use projects, including the purchase <strong>of</strong> buildings<br />
and sites participating as co-developers with the private sector<br />
and the City in the development process.<br />
