EPC: Engineer-Procure-Construct project delivery method.<br />
- L -<br />
Life Cycle <strong>Project</strong> Costs: The estimated total project capital and operational costs<br />
associated with a project throughout the useful life of the project.<br />
- O -<br />
Operator: A firm or business organization that operates a project facility or facilities.<br />
Owner: An individual or entity that owns a real property and/or a facility.<br />
Owner’s Agent: A consulting firm that is retained by an Owner to prepare or assist<br />
with the preparation of procurement documents (RFQs, RFPs, <strong>Project</strong> Criteria,<br />
contracts) in order to implement an alternative project delivery.<br />
Owner's Representative: A firm with the expertise and resources to provide the<br />
construction phase engineering services, construction monitoring and contract<br />
administration, and other construction oversight services of project on behalf of the<br />
Owner.<br />
- P -<br />
Performance Guarantee: An assurance of the quality or the length of use to be<br />
expected from a product or facility offered for sale often with a promise of<br />
reimbursement.<br />
Procurement Advisor: A consulting firm that provides guidance and assistance to an<br />
Owner for selection, development and execution of a procurement for a facility via an<br />
alternative project delivery method. The Procurement Advisor can act solely in an<br />
advisory role or as the Owner’s Agent.<br />
<strong>Project</strong> Criteria: The basis of design, design criteria, engineering drawings,<br />
diagrams, performance specifications and other information that are used to define the<br />
Owner’s project requirements.<br />
<strong>Project</strong> Guarantor: A firm that is a DBO Contractor project participant or an<br />
affiliated company that pledges a financial performance guarantee for a project. The<br />
<strong>Project</strong> Guarantor accepts responsibility for fulfilling the obligations of the entire<br />
project.<br />
- R -<br />
Resident Engineer: An individual permanently assigned at a job site for the purpose<br />
of representing the Owner’s interests during the construction phase, including<br />
providing an official examination or review of the work completed.<br />
RFP: Request for Proposal.<br />
RFQ: Request for Qualifications.<br />
